Finance And Administration Officer

Purpose This person will provide administrative and financial support to War Child’s emergency response program. The officer will be the focal point for all financial capacity-building of War Child’s partners – through providing trainings for partners as well as remote mentoring and support. The officer will ensure that all financial reports from partners are received on time each month, will verify the eligibility of expenses made, and will make sure the financial data is reported to the donor each month, and that the information is filed accordingly. The officer will coordinate closely with the Program Manager in order to develop tools for ensuring partners accountability, to develop a Partner Operations Manual, and to plan for and develop curriculum for organizational capacity trainings for partners, and to follow up with the admin teams of each local partner.   The Finance and admin Officer is located at the office in Beirut .   Objective of the job •          The Finance Officer functions as the project finance and admin officer of War Child’s emergency program. In this role the Finance/admin officer monitors and guides project coordinators and partners on how to keep the finances and administration of the projects. •          Ensures that the partners reports and expenses of the projects are prepared and submitted in time •          Capacity Building of partners The job demands rigorous and careful attention to routine systems and procedures. Position in organization and Essential functional relations The Finance and admin  Officer reports to the Operations Support Manager (OSM)   Roles and Responsibilities Financial Management: •          Reviewing of monthly field reports from the partner organizations and give feedback to project coordinators on use of codes, prices of goods and monitors balances on transfers and expenses etc. •          Facilitating preparation of financial reports from partners by assuring that the financial reports contains the requested data. Budget control/monitoring: •          Tracking and monitoring of expenditures on different budget lines and cost groups and report findings, such a large deviations, unusual spending, different (booking) procedures are used by the different projects, to the project coordinator, Programme Manager and the OSM. Supervision and Capacity Building: •          Contribute to capacity building of all finance/accounting staff with WCH and of partner organizations.   And all other relevant tasks assigned by the OSM.     Profile Knowledge  •          a  degree in finance or administration; Experience •          experience in similar positions with an NGO for an EU- or UNICEF/UNHCR funded project   Skills •          Result-oriented, attentive to detail and cost-conscious; •          A proactive attitude •          Fluency in English and Arabic is a requirement; •          Knowledge of Excel Other requirements: •          Works well in small team, flexible to take on new tasks, comfortable in a flexible working environment; •          Lebanese Conditions •          Full time job of 40 hours per week, distributed in five days according the needs of the program. •          Health insurance •          Transportation allowance according to Lebanese Labor law •          The staff will follow the Terms and Conditions of employment of War Child Holland Lebanon
