Public Health Engineer - Team Leader

KEY RESPONSIBILITIES: Programme Implementation 1. With the Public Health Engineering Team Leader, recruit, deploy and assess the engineering staff required to deliver the programme of work 2. To assess emergency needs, as requested, especially taking in the broader perspective of Public Health. 3. To work with the implementation partners and contractors to set up a skills training programme for Syrians living in the tented settlements and hosting community. 4. The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations 5. To liaise closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes 6. To report regularly, verbally and in writing to the Programme Manager or Public Health Engineering Team Leader and to represent Oxfam to other NGO’s, agencies and Government authorities where requested. 7. To order equipment from Oxfam’s Purchasing Department as required. Occasionally to organise local purchasing and to keep accounts. 8. To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). 9. To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues. 10. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets. 11. With the Public Health Engineering Team Leader, establish systems and controls for daily site checks and documentation 12. With the guidance of the Public Health Engineering Team Leader, ensure that health and safety monitoring is incorporated into all daily site supervision activities. 13. Create and maintain a good relationship with the implementing partners and construction workers and sub-contractors 14. To produce non conformance reports, establish a database and contribute to the close out of non conformance. 15. Ensure that daily site supervision is in line with agreed specifications and method statements, with comprehensive documentation of supervision activities. Ensure a photographic diary is maintained. 16. Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways. 17. Responsible for keeping a log of all 'lessons learnt" during the project 18. If requested by PHE TL, participate in assessments of existing water, sanitation and hygiene facilities in other part of Lebanon, producing recommendations and BOQ’s for WASH activities construction and rehabilitation work 19. May be asked to perform role of acting PHE TL in their temporary absence Staff Management 20. Provide day to day support to national PHE & partners PHE Team on programme implementation 21. Ensure that all members of the works supervision team contribute to maintaining a positive relationship. 22. Devise appropriate capacity training schedules for local partners (if appropriate) to enable good partner interaction in the programme and to facilitate a sustainable programme. Coordination 23. As requested, participate in WASH field based meetings with other stokeholds and coordination and communication water establishment authority and municipalities. 24. Actively participate in weekly team meetings. 25. Liaise closely with the PHP team throughout the planning, design and implementation stages of the PHE activities. Hygiene promotion is a vital element of the WASH programme. SKILLS AND COMPETENCE: • A suitable qualification in Civil Engineering is the necessary educational background. Experience could substitute for a formal qualification, but not vice versa. • Most importantly, a minimum of 2 to 3 years’ practical experience in appropriate water supplies, sanitation and hygiene promotion. It is essential that some of this should have been in emergency relief programmes. • The post holder should have a good understanding of the public health needs of both rural and urban communities and of appropriate ways of tackling them. Ideally within a Middle Eastern context and/or middle income countries. The post holder must be aware of and sensitive to the particular needs of women in this context. • Team and project management experience, include budget management • The ability to present concise reports and proposals, sometimes at short notice, reflecting the problems and possible solutions for particular situations. • Diplomacy and tact in order to work with people at managerial, senior and municipality level government and with UN agencies and NGOs. • The post holder should be at ease in working with local communities particularly in possible high tension areas. • Willingness to travel at short notice, and often in difficult circumstances. • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations. • Good written and spoken English is essential. • Sympathy with the aims and objectives of Oxfam. • Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies. • Diverse and complex problem-solving, requiring professional knowledge field experience and a strong ability to ‘think outside the box’ to develop creative locally appropriate solutions to problems and challenges. • Ability to make judgement on credibility and accuracy of diverse information sources ranging from local partners, other NGOs, UN agencies, academic research and field data collection.
