NRC has established a Community Centre for displaced Syrians in Wadi Khaled and, through its Information, Counselling and Legal Assistance (ICLA) programme provides outreach services throughout the Akkar Region. This Community Centre project reaches out to Syrian families in and around the areas of Wadi Khaled and the Akkar Region. NRC seeks to provide information and counselling services relating to access to services; documentation and other related matters. NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues.
JOB PURPOSE
The ICLA Field Coordinator in Akkar will be primarily responsible for providing oversight over the implementation of the ICLA programme in Akkar, initially with a focus on the Syrian response. In addition, the ICLA Field Coordinator will support the ICLA programme efforts to standardise its work throughout Lebanon.
DUTIES AND RESPONSIBILITIES
General
Provide oversight for the ICLA response through the Community Centres and associated outreach work throughout Akkar, in close coordination with the ICLA Field Coordinator based in Al Minieh.
Provide direct supervision of ICLA staff members in Akkar in close coordination with the Akkar FM, NBC FM, ICLA PM and ICLA PCs.
Budget and administrative responsibility for ICLA programme in Akkar.
Prepare workplans and budget plans for ICLA programme in Akkar.
Oversee implementation of the ICLA programme in Akkar in accordance with ICLA strategy and workplans.
Document technical issues and questions and report to the ICLA PM with suggested ways of addressing them.
Assist with standardisation of NRC protection and information response (including upholding structure, methodology and procedures) in Akkar and, as relevant, throughout Lebanon.
Provide support, including technical and daily, to the ICLA team in Akkar, in close coordination with the ICLA PC.
Contribute to strategic development and expansion of ICLA programme, including identifying training needs of ICLA team.
Work closely with other ICLA staff.
Work in team with relevant NRC staff to design, plan and coordinate activities at the Community Centre, outreach and related activities.
Constantly monitor and follow-up on the quality of services provided at the Community Centres and outreach work.
Receive technical input from ICLA Lebanon team.
Perform any other task as assigned by ICLA PC.
Reporting
Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff.
Maintain archiving system up to date (both in hardcopies and electronically).
Assist in designing the needed forms, questionnaires and other templates.
Oversee use of ICLA template documentation by all ICLA team in Akkar.
ICLA/Protection activities in Community Centre and Outreach
Prepare mapping (including written format) of relevant services being provided by other actors.
As necessary, conduct regular assessments (including focus groups, interviews, questionnaires) in the Centres and in identified areas.
Keep record of results of assessments; analyse results and prepare report on protection needs.
Identify and assess main protection and information needs of target communities.
Conduct information and counselling sessions for beneficiaries in the Centres and in the course of outreach work (including mobile information clinics).
Assist in the sensitisation of the Syrian and host communities on the existing activities offered at the Centre.
Prepare documents containing legal and related information for target communities.
Participate in oversight of legal consultants providing legal assistance.
Coordination
Hold regular meetings with ICLA team and other NRC core competencies.
Contribute to the development of referral mechanisms in collaboration with the UN, other NGOs and NRC Managers.
Attend and participate in relevant meetings, in coordination with relevant NRC staff.
Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project, including identifying key members of the refugee and host community for information dissemination.
Assist in providing information to and cooperation with community representatives and relevant authorities.
Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and, as relevant, attend coordination and protection meetings.
Attend and participate on behalf of NRC relevant coordination meetings.
Experience Required
Experience in legal and/or protection work.
Experience in providing information and counselling services.
Experience in community sensitisation/mobilization.
Ability to work under pressure
Educational Requirements
University education in Law; Legal Services or Social Sciences required.
