Head Of Office - Tyre

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DRC is inviting local candidates to apply for the position of Head of Office - Tyre, to support its activities under the project "Emergency Response for Displaced Syrians".   Line management The Head of Office (HoO) reports directly to the Emergency Response Coordinator (ERC) Responsibilities The Head of Office has the overall responsibility for timely and quality implementation of the DRC humanitarian operations in his/her Area of Responsibility (AoR) Internal relations The HoO is managing all human resources available his/her AoR with the support of his/her field sector managers and the national sector coordinators.   Specific duties and responsibilities:   Representation »      Represents DRC before relevant donors at field level, in the sector working groups and interagency planning workshops in coordination with the ERC, »      Represent DRC before local authorities with the support of the field sector managers and the ERC. Programming & operations Ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation), Strategy & Analysis »      Analyse the specific local contexts, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends, »      Provide recommendations to management on adjustments that need to be made to the DRC Emergency Response, »      Participate to strategic meetings organised by the management whenever needed, Implementation »      Properly plan activities with the sector field management team on a 6 months and monthly basis and monitor progress vs. plan (with the support of the national coordinators and the ERC), »      Make sure that activities are logically prioritised and teams briefed on regular basis by the field management team, »      Establish and/or enhance local networking and community mobilisation mechanisms to ensure smoother and safer programme’s implementation, »      Coordinate the activities through weekly and monthly field management meetings, »      Participate to the recruitment, management, training, monitoring and evaluation of the field staff, »      Supervise the daily work of the program functions (Distribution, Shelter, Protection and community development) and the support functions (admin, finance, HR, logistic and procurement) in coordination with the national coordinators and the ERC »      Guarantee that M&E tools are used by the programme teams in coordination with field managers and the M&E Coordinator, Finance/Admin »      Oversee the set up/enhancing of admin-finance system and application of policies by various teams with the support of respective specialised teams, »      Perform an accurate financial planning on both 6-month and monthly bases, and efficient follow-up of the multi-sector programme’s budget with the field managers and finance team, »      Monitor expenditure, budgets and expenses tracking activities for his/her AoR; Logistics Oversee the implementation and optimisation of log-procurement system and application of DRC global and Lebanon specific policies by various teams with the support of respective specialised teams,. Follow up on fleet management, including the monthly vehicle monitoring report and weekly team movement planning. Follow up on the procurement of necessary items, including AoR specific procurement planning Follow up with the Logistic department on updating regularly the assets list; conduct quarterly physical checks with the Fleet/Asset assistant. Supervise and monitor the warehousing system, if applicable, with the support of the Base Logistics Manager and Country Logistics Manager. Capacity Building »      Mentor continuously the sector field managers on management skills needed (planning, prioritisation, organisational, financial management, representation, HR management…), »      Identify gaps, prepare and implement a training plan for the field managers, Organisation, administration and personnel management »      Overall coordination of all staff members working in his/her AoR, »      Ensure administration of human resources according to DRC guidelines, including yearly performance appraisal (PADA) of every single employee, »      Support the establishment of staff complaint mechanisms. »      Utilising proper management procedures, apply disciplinary measures and sanctions where appropriate, in accordance with the DRC Operations Handbook, DRC Lebanon Vehicle Policy and DRC Lebanon Employee Handbook, referring relevant cases to the Code of Conduct Committee.   Reporting Organise and ensure a timely, proper written weekly reporting and report daily if needed on problems faced; Prepare the monthly report for his/her AoR
