Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE:
The Logistics and Distribution Officer manages both the logistics and distribution components of Save the Children activities in a given area. This includes procurement, transport and vehicle maintenance, asset management, warehousing/stock control, communications as well as implement and supervise distributions.
KEY AREAS OF ACCOUNTABILITY:
Procurement
Ensure all procurement conducted in the area of responsibility is conduced according to SCI’s Global Procurement Policy, Procurement Guidelines and relevant donor rules and regulations.
Ensure full auditable documentation is kept for all procurements
Ensure necessary authorisations / approvals are always obtained
Monitor the supply chain and ensure all items are procured in a timely, efficient and accountable manner, and provide value for money for the organisation.
Liaise and co-ordinate with Beirut Logistics and all relevant departments regarding processing of orders, delivery of items and supply chain optimisation.
Responsible for compiling procurement planning for all programmes in the area of operation
Ensure an accurate up-to-date supplier information database (including market prices) is maintained for regularly purchased items as well as track and summarize in database all procurement processes undertaken.
Warehousing and stock control
Ensure all warehousing in the area of responsibility is managed according to SCI’s Stock Management and Warehousing Policy, Warehousing and Stock Management Manual, and relevant donor rules and regulations.
Ensure full audit trail standard under donor regulations as well as Save the Children Internal Warehousing Procedures.
Establish warehouses and storerooms to receive all incoming goods as well as dispatch / facilitate distribution as required and follow up consumption rates to replenish stock on a timely basis.
Keep all relevant parties informed of supply pipeline
Transport and vehicle maintenance
Ensure all fleet in the area of responsibility is conduced according to SCI’s Global Vehicle and Driving Policy, SCI Fleet Management Guidelines, SC Lebanon Local Fleet Policy, and relevant donor rules and regulations.
Ensure safety standards in all vehicles in the fleet, including availability of necessary safety accessories and communication equipment
Oversee the monitoring of maintenance costs and fuel consumption of vehicles and generators and inform the Field Manager and Logistics Manager whenever costs exceed normal rates and standards
Assets management
Ensure all assets in the area of responsibility are managed according to SCI’s Asset Management Policy, SCI Asset Management Guidelines, and relevant donor rules and regulations.
Keep up-to-date lists of all assets and inventory items in compliance with Save the Children policy
Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/changes of any assets and ensure proper control/handling of equipment at all times
Conduct regular physical checks of assets and inventory items in Save the Children offices and living compounds
Act as a focal point for the maintenance and repairs of assets, liaising with the appropriate staff to arrange quality repairs of reported damages in a timely manner
Distributions
Ensure correct documentation is recorded for all distributions
Ensure liaison between Supply Chain Officer and Distribution Officer ensures a smooth supply chain from point of order through to distribution
Establish distribution plans in collaboration with programme teams according to logistical means and programme requirements.
Follow up distributions guidelines and protocols to ensure distributions within the area of operations are always efficient and secure.
Train the distribution teams on distribution procedures and SC policies.
Reporting
Collate and submit comprehensive logistics and distribution reports to the Field Manager and Logistics Manager on a monthly basis or situational as required
Other tasks
Feedback to Logistics Manager and Field Manager recommendations for improvement
Contingency planning & strategy – work with area managers to define contingency planning for SCI operational areas, and strategic expansion
Ensure the logistics team in the area of responsibility is familiar with all current and upcoming funding
Feed into proposal development process for the perspective of logistics
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential:
Previous experience with NGOs
Two years’ experience in logistics, procurement or operations.
Strong organization, management and negotiation skills
Problem analyzing and solving, decision making skills, considering available options and concentrating on results.
Fluency in written and spoken English and Arabic.
Computer literate with a high degree of proficiency and productivity.
Ability to analyze and interpret competitive bids and quotes, technical procedures, governmental documents and regulations.
Ability to write reports and business correspondence.
Good communication and influencing skills. Ability to effectively communicate with multi-level personnel as well as vendors and their representatives.
Ability to work in and contribute to team building environment.
Confortable to work in tense situations and under pressure
Understanding and commitment to Save the Children aims, values and principles.
Desirable:
Previous experience in the humanitarian sector
A degree in Business, Administration, Logistics or relevant field of study, or equivalent experience.
Experience in distribution of NFIs (non-food items) and food.
