Project Evaluator (Consultant)

This project aims to support children and youth in their role to claim children’s rights, and to improve the accountability of the (local and national) Lebanese authorities and other stakeholders to meet their obligations in respecting and fulfilling the rights of the child in Lebanon and enforcing the national strategy for protecting children from violence. By strengthening the social and legal protection of children and youth in Lebanon and building the capacity of children and youth in their role as right holders and agents of change to advocate for their rights, they will become active advocates having right based education as a base, monitoring and documentation of abuses. This action contributes to building a comprehensive, national movement for children’s rights in Lebanon.                            The activities focus specifically on the strengthening of the capacity of children and youth to be actively involved in the collection of field data about the implementation on the Convention on the Rights of the Child (CRC) in all segments of Lebanon, and monitoring the violations of these rights. This child led data collection (CLDC) then highlighted and capitalized as a key element for advocacy activities targeting the municipalities.   Sub-agreements between two Local NGOs (MSL & NABAA) and Save the Children International are set from January to December 2013 in order to implement the proposed activities in the following areas: Ghobeireh, Sin El Fil, Bekaa, Sidon, Nabatiyeh, Akkar, Tyre, Shatila, Ein El Helweh and El Buss camps   In order to build on 2013 phase findings for 2014 – 2015, we would like to evaluate Child Rights Governance projects throughout this year with both partners MSL and NABAA.   The successful candidate shall report to the Child Rights Governance Officer; responsible of the Child Rights Governance projects in Lebanon.   Key deliverables: Provide detailed work plan that is expected to take place between October till mid December 2013; Provide a detailed methodology within two weeks of the consultancy. Provide a final narrative report in both English and Arabic languages covering the following: Provide overall view of the project context and progress Identify problems and difficulties faced during project implementation Identify lessons learnt and plans / aspirations for the future   The consultant is expected to conduct interviews with relevant stakeholders: Partners, Municipalities and popular committees in order to gather the needed information; The consultant is expected to hold focus groups with children aged between 8 – 18 years along with the beneficiaries of the project.   Requirements of the successful candidate: Bachelor’s degree in social sciences, social      work, education Minimum 3 years of experience related to project      evaluation Extensive Child and human rights background      and knowledge Experience in setting a concrete and realistic      plan of project evaluation within a set timeframe. Experience in conducting focus groups with      children aged between 8 -18 years Excellent communication and presentation      skills needed with: -       Children -       NGO Workers with children -       Lebanese Municipalities’ and Popular Committee’s staff Knowledge of the Lebanese and Palestinian      camps cultural context Flexibility when conducting field visits to      all designated geographical areas and camps. Commitment to and      understanding of Save the Children’s aims, values and principles including      rights-based approaches.
