Logistics Manager - Tripoli - Re-Advertised

GLOBAL OBJECTIVE OF THE POSITION  Based in Tripoli, under the responsibility of the Field Coordinator, s/he will:  Ensure and develop an efficient logistical strategic      and operational framework: Human Resources, Procurement management, Stock      management, Fleet management, Equipment follow up and supervision, base      management etc; Ensure the respect of all HI procedures (Human Resources,      Administration relative to Logistic, Logistics and Security) with the      staff under his responsibility;        Train and support logistics team on technical      aspects such as: Human Resources, Administration, Fleet management, Purchases      stock management, Premises management, IT, Equipment follow up; Perform the      logistics monthly report and send it to the Logistic Coordinator; Ensure a smooth communication, tools and information      sharing with & between the Logistics team members and with the other      departments’ members; RESPONSIBILITIES AND TASKS DESCRIPTION 1.     Coordination Participate in the sizing of the base and sub base and evolution of activities; Be the focal point for inter base logistic concerns; Participate in the daily management of the security (tracking) in coordination with FSO upon request; Attend the weekly coordination meeting; Propose relevant adaptation of the organizational chart and job descriptions; Attend the Monthly National Logistic Meeting; Attend the Logistic Meeting with other INGOs on your area; Participate in the edition and update of logistic policies in collaboration with Logistic Coordinator; Is responsible of the correct expenses of Logistic Base budget lines. Refer to Logistic Coordinator for technical aspects related to the logistic activities; 2.    Team management ·Ensure the recruitment of the logistics team according to the HI internal Regulation; ·Train the staff under your supervision and develop their skills to empower their job description; ·Ensure the Human Resources management of your team (recruitment, job description, introduction briefing action plan, individual follow-up meeting, individual support, appraisals, etc.); ·Prepare on a weekly / monthly basis your team’s work schedule; ·Ensure the daily management of your team (leaves, attendance, meeting, weekly objectives); Ensure a proper communication inside your department and with the others; ·Ensure that your team has a correct knowledge and compliance with the internal rules and regulations, especially with the ethics dispositions regarding respect of the beneficiaries; Carry out disciplinary measures if necessary according to the internal regulation and in collaboration with your manager; ·Ensure conflict resolution (personal and professional) within your team and inform your line manager ·Ensure of the professional evolution of each member of your staff, and its development within the mission; 3.    Purchase management Be the Purchase focal point for the entire Base; Ensure a professional relation with suppliers; Ensure that the Purchasing Procedure is implemented, understood and respected on your base; Validate purchases according to validation level chart; Ensure that the purchases meet the needs, cost, quality & delivery time requirements, having in mind quality and sustainability of the purchased items; Organize the planning of the purchases and define the priorities of the items needed by the applicants to orientate the work of your team; Ensure that the collected purchase documents are compliant with HI procedures; Edit contracts when the Purchase Procedure requires it; Ensure the accurate updates of HI purchase follow-up tools; 4.    Stocks management Ensure that the Stock Procedure is implemented, understood and respected on your entire base; Ensure optimal storage conditions; Ensure the respect of Stock Management rules and that the related tools are properly used (Stock Requests, Stock Returns, Reception Forms, Delivery Notes, Waybills, Stock Cards and Bin Cards); Ensure the accurate update of the follow-up tools; Ensure that control is done at reception and delivery of items with the support of the applicant if needed; Ensure that the stock report and monthly physical inventory are properly done, documented and matched; Ensure the stock software (A2S) is updated regularly and correctly. 5.    Fleet Management Ensure that Fleet Policy is implemented, understood and respected on your entire base; Ensure the respect of Fleet Management rules (including security rules applicable to vehicle movements) and that the related tools are properly used (Movement Plan, Log Books); Define the more relevant means of transportation for passengers and goods; Ensure a proper coordination of movement plans; Ensure that the monthly motor cost follow-up is properly and accurately filled out; 6.    Premises Management Define the needs and propose solutions in term of premises; Ensure that Premises meet the minimum safety and security requirements on your entire base; Supervise the Facilities Assistant on the overall maintenance of the HI premises; Insure the follow up of premises contracts; Insure the premises are in accordance with HI standards in collaboration with the Field Coordinator. 7.    Equipment management Ensure that Equipment Management Policy is implemented, understood and respected on your entire base; Train (or supervise the training) users on how to properly use the equipments; Ensure the accurate update of the follow-up tools; Ensure that the documents related to equipment management are compliant with HI policy; Ensure that the data of all the computers is done by each department in the hard disk every week. 8.        Reporting Report on a monthly basis, inventories, follow up tools and narrative to your Technical Advisor; Provide the line manager a weekly activity report if requested; In case of incident in working area, immediately report to the line Manager; Participate in the redaction of logistics reports if requested by your Line Manager or your Technical Advisor if requested; Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
