Construction Technical Officer

Role and Responsibilities Working as an important member of a diverse team, the employee will be responsible for 1) Providing technical advice to households on strategies to raise tent floors within Informal Tented Settlements (ITS) 2) Ensure provision of materials and tools required to implement activities 3) Closely monitor implementation of activities, providing technical expertise as needed and establish strong community relations 4) Monitor and document effectiveness of implementation strategies and report future recommendations   Project Overview The conflict in Syria has erupted into a full-scale civil war endangering lives in almost every community in the country. Desperate families, caught in the crossfire, are leaving everything behind and fleeing into neighbouring countries. Lebanon, one of these countries, has received a large influx of refugees from Syria. In response to the Syrian Crisis and the resulting influx of refugees into Lebanon, Medair is seeking team members with a construction / engineering background to lead flood mitigation measures in ITS. Initially multiple methods will be trialed providing a basis for future programming. This project will complement currently existing projects of shelter, site planning and GIS mapping.   Medair Medair brings life-saving relief and rehabilitation in disasters, conflict areas, and other crises by working alongside the most vulnerable. Founded in 1989, Medair’s unwavering commitment continues to bring hope to the world’s most vulnerable.    Key Activity Areas Planning: technical advice to households on strategies to raise tents within ITS work with project manager to select 20 households within several ITS. Work with project manager and beneficiary household to decide the most effective implementation for tent raising on a case by case basis. Provide materials and services required to implement activities organize procurement documents for needed materials and services, take responsibility of materials once left warehouse to field locations, monitor correct storage and use of materials at sites Implementation: ongoing technical advice and monitoring of activities once planning is completed and materials are ready, work side by side with beneficiary families as they implement tent raising strategies, provide continual expertise throughout implementation till completion of activity Monitor and document effectiveness of implementation strategies and report future recommendations document lessons learned from each tent raising implementation, provide contextually relevant and cost effective recommendations for future programing.   Qualifications Construction or a civil/structural engineering qualification   Languages Strong working knowledge of Arabic and English (spoken and written)   Experience / Competencies Minimum two year construction or structural work Previous experience with community projects, preferably with a NGO Good working knowledge of geography and culture of the Bekaa Valley region Takes initiative, is a self-starter and creative thinker Experience / Competencies Problem solver, positive attitude, flexible and a good motivator Ability to plan and follow activities through Passionate about working as part of a dynamic and encouraging team Passionate about serving the poor Willing to support others and share workloads Capacity to work under pressure and manage personal stress levels
