Protection Program Manager

GENERAL POSITION SUMMARY: The program manager will report to Deputy Country Director and oversee the implementation of program Protection Monitoring of Syrian Refugees in Lebanon by providing technical support and guidance to area field teams, as they carry out protection monitoring and community engagement activities. The program manager will be responsible for the oversight of data collection, both qualitative and quantitative, monitoring and reporting of information gathered at the field from vulnerable Syrian, Palestinian and Lebanese families. Information to be collected will include the following topics: Population profile and pattern of displacement Community perceptions, capacities and participation in public life Physical security and protection Vulnerable groups and special needs Food, water, shelter, health and education Access to justice and equality before the law Self reliance, housing and property Durable solutions    ESSENTIAL JOB FUNCTIONS: Supervise the field teams to develop work plans focused on protection monitoring outcomes; Ensure field teams complete tasks and reports as assigned in a timely, professional way, while being sensitive to the confidentiality of the information they are collecting; Establish and maintain effective project reporting, monitoring and evaluation systems for both internal and external use; Provide feedback to local partners and report periodically to the M&E team for tracking purposes. Monitor and train team and local partners on data collection and protection monitoring tools; Identify and support mechanisms for effective project monitoring and evaluation efforts and systems for information sharing internally and externally. Liaise with key stakeholders to disseminate findings and identify additional support to communities and individuals to address needs and threats identified through protection monitoring; as well as with relevant Mercy Corps staff to ensure programmatic synergies; Identify local organizations or groups working to resolve protection concerns within their communities and oversee strategic, technical, and operational support to those organizations or groups; Develop service provision referral mechanisms and case management capacity with local partners, national ministries, and other actors; Support the development and implementation of community engagement activities in partnership with area managers, local partners and IDP and host community leadership to address protection concerns. Liase with other protection professionals in Beqaa/ Nabatiyah/South coordination meetings as directed. Target ministries, local authorities and INGOs to raise protection awareness in order to improve the accessibility of public services for the refugee population. Collect regular detailed progress reports and bi-weekly reports with monitoring updates and trends seen in the field from monitors and submit reports to UNHCR. In target areas where there is an identified gap, support the building service provision/ referral mechanisms for vulnerable populations Ensure the close coordination and sharing of information with the various activities of the MC and UNHCR program staff Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission; Other duties as assigned;
