   Job Title:                              Community Site Coordinator Location:                              Halba, Akkar, North Lebanon Reporting Line:                     Senior Field Engineer Staff Reporting:                    None Job Status:                           Temporary – 6 months Job Grade:                           Grade 6 Prepared by:                        Programme Support Manager Date Prepared:                    25 August 2013 Approved by:                       Country Director     Job Summary The main purpose of the position is to facilitate relations between refugee and host communities as part of ensuring that the refugees are receiving the services that Concern is committed to provided.  The role will coordinate the project activities with the refugees at the site level, promote their participation and ownership, troubleshoot and facilitate resolution of issues. Mobilising refugees and liaising with other stakeholders within adjacent communities will be a key responsibility for the Community Relations Officer.  Ensuring full inclusion of the most vulnerable individuals and families is a primary responsibility of this role.  Ensuring that the Complaints Response Mechanism established by Concern is functioning, refugees can fully access a feedback loop and ensuring Concern meets its other accountability commitments to refugees and other stakeholders are an important part of the role.  Each Community Relations Officer will be assigned tented settlements, collective centres and other groups of refugees such as those living in halls, garages and unassisted informal settlements, which they will be focus on. Duties and Responsibilities Support refugees and host community members to understand their entitlements and that their ideas are fed into response design where appropriate Mobilize refugees and host community members to participate in programme activities Identify gaps, areas of need or under-achievement and report these to supervisor Support refugees and host community members to resolve issues and gain better understanding of each other Liaise with key people in the host community to help resolve issues as they arise Support refugees to establish committees and leadership structures that provide opportunity for broad participation in decision making Lead on the identification of vulnerable refugees and support processes to ensure their special needs are met Plan for, and regularly visit all assigned sites Conduct regular meetings with refugees and host community leaders in a format that is conducive to broad participation         10. Ensure all beneficiaries in the area assigned to the Community Relations Officer are aware of the key elements of Concern’s P4 and the expectations and standards required of Concern staff, contractors, partner staff etc so they can hold them to account against Programme Participant Protection Policy (P4) and Code of Conduct a)      Develop and adapt P4 IEC materials from other countries in language that can be widely understood (including people with low levels of literacy) by Concern’s programme participants in Lebanon.  Where appropriate combine this with information that Concern is required to share about the organization and our programming in Lebanon (as per our commitment to 2010 HAP standards). b)      In coordination with Project Managers, facilitate, or support others to facilitate, awareness sessions and promotion of P4 in a way that can be widely understood by programme participants c)       Regularly assess effectiveness of all information sharing efforts (including P4 awareness raising, beneficiary selection criteria, programme decisions etc) and incorporate findings into revised approaches d)      Maintain records of P4 awareness raising and promotion activities (including approximate numbers of participants) and submit to Programme Manager as required        11. Establish a sustainable Complaints Response Mechanism (CRM) in each site which ensures all beneficiaries can make confidential complaints and be confident in response processes a)      Using 2010 HAP standard and available tools, in coordination with programme staff, and in consultation with programme participants, design CRM that all beneficiaries can safely access. It is suggested that the feasibility of establishing a hotline is gauged as a starting place for the CRM.  The CRM could be used to promote accountability to beneficiaries of Concern staff behaviour against the P4 as well as HAP standards b)      Monitor complaints received and response (follow up) processes through developing and maintaining a logging or tracking mechanism c)       Adapt and improve the CRM based on monitoring of its effectiveness d)      Remembering confidentiality, with the Programme Manager, analyse patterns and trends in complaints to help Concern improve its programming        12. Assist in conducting assessments and gathering data/information as required a)      Assist in the design and testing of survey and assessment formats to ensure that they meet the needs of Concern and can be readily applied at household level b)      Conduct assessments in different parts of Lebanon ensuring data integrity and adherence to agreed methodology and formats c)       Establish rapport with survey participants, explaining purpose, how information will be used and nature of Concern d)      Ensure that survey participants are advised about the outcomes of any assessment e)      Clean assessment data and participate in the analysis of information f)       Contribute to the preparation of reports of assessments         13. Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct         14. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Degree in Social Work/Social Sciences or similar One or more years of relevant work experience High integrity and willingness to conduct her/himself transparently      and open to scrutiny Familiarity with work of NGOs and with refugees is desirable Training development and facilitation skills highly desirable Excellent verbal communication skills especially in Arabic Strong empathy skills and genuine care and respect for needs of      others especially female refugees A belief in empowering marginalized and disenfranchised people Strong written and spoken English The ability to work in a systematic and organized manner Ability to respect and maintain confidentiality Strong negotiation and listening skills The ability to prioritise competing demands.
