The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters.DRC is inviting local candidates to apply for the position of Shelter Manager - South, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR).
General Responsibility
Organise the daily / weekly / monthly work, in coordination with the Head of Office (HoO).
Coordinate and manage the Shelter Team's work.
Organise all administrative matters related to the works.
Ensure that the project cycle is implemented in all steps
Ensure that the main decisions are taken with the involvement of all relevant actors and are clearly and properly documented and filed.
Ensure coordination with the shelter stakeholders and represent DRC in coordination and work group meetings whenever needed.
Suggest solutions for the problems encountered, discuss them with the Shelter Co-ordinator (SC) and the HoO and participate to the decision making process.
Based on the knowledge of the territory and sector, help the senior management develop more effective and efficient responses for the assessed shelter needs.
Overall assigned activities as it appear of attached work plan, and update and share with the team and the senior management detailed work-plans for the assigned activities.
Project Implementation and Monitoring
Co-ordinate the team in charge of identifying locations for potential shelter interventions.
Co-ordinate the assessment of identified locations (cost estimation of the intervention, preliminary agreements with local authorities, landlords, etc.).
Prepare the documentation for the submission of intervention proposals to donors, using the proper formats, procedures and the SC’s instructions.
Prepare the technical annexes for the procurement procedures related to shelter and civil works contracts.
Supervise shelter and civil works construction sites.
Prepare, update and file the documentation related to shelter contracts, as per DRC or the donor’s templates and procedures.
Assess the overall impact of the shelter intervention, conduct focus groups before if possible and after implementation and develop and draft the final impact assessment report.
Participate in project evaluations, identify lessons learnt, provide recommendations and contribute to drafting of project proposals in cooperation with the shelter advisor.
Reporting
Organise and ensure a proper written (daily, weekly and monthly) reporting from the staff, beneficiaries and other stakeholders and report on problems faced to the HoO
Draft weekly and monthly progress reports - using DRC or the donor’s formats - for all shelter activities, (progress, outputs, target achievements, challenges faced and recommendation) to HoO and SC.
Maintain proper lessons learnt record during design and implementation and share new ideas with the HoO, SC and the team.
Finance
Monitor expenditure, budgets and expense tracking activities for the sub projects and ensure the expenses are not exceeding the approved budget.
Coordinate with the Area coordinator for payment of expenses, payment schedule and instalments.
Others
Participate in crosscutting activities inside DRC Lebanon when requested.
Be available for any other duties relating to the nature of the job as directed by the Area Coordinator
