MISSION CONTEXT
Following the year long crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
General objective of the position:
The Information Management Officer (IMO) is responsible for all data management processes within HI’s emergency response in Syria.S/he must ensure the smooth running of the data collection, data input, data analysis and reporting aspects of the data management process. The IMO is also expected to provide technical support in the development and management of relevant databases, and to utilize such databases for analysis and reporting purposes.
Tasks and responsibilities:
Database set-up and information management
Create an excel/access database compiling all info gathered from available sources (partners’ reports, HI staff reports,...) in order to get precise information for reponse program design and management
Ensure the functioning, update and maintenance of database
Adjust the database format if needed or create new databases according to needs
Upon request from HQ ,participating to the implementation of a mobile data collection system
Data check and data entry
Design specific forms to be filled by HI staff & partners in order to obtain the needed information in cooperation with Syria Emergency Coordinator
Verify on a daily basis the information reported by HI staff & partners
Enter all the data in the database
Double check that the information entered in the database strictly corresponds to the information reported
Keep responsibility of hard files and all documentation related to the project
Guarantee the accuracy of information contained in database
Data analysis and mapping
Develop and design visual representation of information and data through mapping and info-graphics production for facilitating better decision making.
Research, analyze and evaluate new mapping and info-graphics technologies and make recommendations
Produce on request relevant information extracted from the database, such as statistical figures, mapping or pre-filled reports
THE CANDIDATE’S REQUIREMENTS
Qualifications / Experience
Degree in cartography, geology or GIS valuable but not mandatory if practical experiences in GIS work related
Experience in CAD and graphic design software (Adobe, etc)
Experience in computer programming
Strong theoretical & practical skills in database design and management (SQL, Access, Excel, Postgre)
Very good knowledge of google earth & google map
Strong theoretical & practical knowledge in geographic information system (GIS) management, particularly in GIS hardware and software (such as ArcView, ArcGIS, etc.) requirements analysis, GIS database design, GIS data analysis
Languages
Fluent in written and spoken English and Arabic
Personal qualities
Excellent interpersonal skills and team working with different groups and nationalities
Good Communication Skill
