Distribution Supervisor
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI intervenes in 21 countries across Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon
PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.
In the North, PU-AMI is currently supporting Syrian refugees and other vulnerable populations through access to Water, Sanitation and Hygiene projects funded by the United Nations Children’s Fund (UNICEF), as well as Shelter Rehabilitation projects funded by the European Commission Humanitarian Aid Office (ECHO), the Bureau of Populations, Refugees and Migration (BPRM) and the United Nations High Commissioner for Refugees (UNHCR).
PU-AMI has launched a project in support of the areas affected by the Syrian refugees’ influx in the North Governorate (i.e. Akkar, Minieh-Dannieh and Tripoli districts). The project includes the distribution of weather proofing kits called sealing off kits, containing timer wood, plywood, plastic sheeting and tarpaulin, nails and screws, mosquito mesh, hinges… These kits are distributed to shelters in need: tented settlements, unfinished buildings, substandard dwellings (shops, garages), collective shelters and self made shelters. An activity increase is expected in the coming winter.
POSITION GENERAL INFORMATION

Ø Based in: Halba, Akkar, North Lebanon (with daily trips between Akkar and Tripoli areas)
OVERALL MISSION
General objective
The Distribution Supervisor participates in the overall coordination of all distribution activities of all Shelter projects in Akkar base.
Responsibilities and tasks
Ø Assessment, design and implementation
- To participate in the overall implementation of shelter projects.
- To monitor the implementation of all project’s stages and carry-out field level monitoring to ensure the quality of all works implemented within the scope of the project.
- To analyze the beneficiaries’ shelter and winterization needs.
- To be in charge of the implementation of assessments with a focus on quatity, and analyze the need of the beneficiaries.
- To participate in the evaluation of the humanitarian situation in the region with a view of developping new projects.
Ø Management
- To manage the Field Officers working on the shelter distribution activities and monitor their work by constantly visiting the areas of intervention and getting feedback when not directly on the field.
- To coordinate the work of all Field Officers dedicated to these activities and report to the Shelter Project Manager.
- To train new Field Officers on the shelter activities.
- To solve team conflicts if any and ensure team building.
- To support each Field Officer in improving his/her performance.
- To conduct appraisals every six months with each Field Officer.
Ø Analysis and reporting
- To be responsible for a qualitative and regular reporting on various components of the project.
- To participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance).
- To support the Project Manager in the regular planning and reporting of the shelter activities.
- To analyze the security situation in the area and inform the Project Manager of any security incident.
Ø External links
- To be involved in the selection of suppliers and monitor their work to ensure the respect of the contract specifications.
- To participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager.
The tasks and responsabilities of the Distribution Supervisor mentionned above are not exhaustive and may be subject to change according to PU-AMI needs.

QUALIFICATIONS
Mandatory
Ø Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
Ø Education Degree: University degree in related fields of work: architecture, civil engineering, logistics…
Ø Work experience: Proven experience in NGOs.
Ø Computer Skills: Good knowledge of the MS Office software including Word, Excel, Outlook.
Ø Other requirements
- Valid driving licence.
- Management and pedagogical skills.
- Good knowledge of the Tripoli, Minié-Danniyé and Akkar district geography.
Desirable
Ø Interest: Work in relief, interest for social issues.
Ø Transversal skills
- Excellent communication, conflict resolution and diplomacy skills to manage relationships in potentially tense situations.
- Basic knowledge of shelter, sanitation and construction works.
- Strong motivation to help people in need.
- Good writing skills.Understanding of the political situation in the area.
- Ability to analyze and make recommendations for improvement.
- Ability to adapt or change priorities according to the changing situation within the mission or the organization itself.
- Well organized and hard worker.
