Shelter Field Officer

Shelter Field Officer Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. Today, PU-AMI intervenes in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.         PU-AMI in Lebanon   PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors. PU-AMI is currently working in a Shelter and Wash project in the Palestinian camps and gatherings in EIn el el Helweh camp and gatherings, Borj el Barajneh Gathering, funded by the European Commission Humanitarian Aid Office (ECHO).  Since 2012, PU-AMI has launched several projects in Akkar, Tripoli and Minieh Dinnieh District, in support of the areas affected by Syrian refugees. Project activities include shelter rehabilitation works in individual and collective, cash assistance,  and sanitation activities. PU-AMI has also launched other projects in support of the areas affected by the Syrian refugees’ influx in Beirut, Chouf and Saida. The project includes sealing off kits distribution, sanitation facilities upgrading, hygiene promotion campaigns, water filter distribution and winterization activities.    POSITION GENERAL INFORMATION Ø Starting date: 02/09/2013 Ø Duration: 08 months Ø Based in: Halba, Akkar, North Lebanon (with daily trips between Akkar and Tripoli areas)                                     OVERALL MISSION   General objective   The Field Officer visits and assesses vulnerable populations, implements and monitors the shelter winterization, sanitation facilities upgrading, sealing off kits distribution, collective shelter and cash for rent activities at the field level under the coordination of the Shelter Project Manager and the Supervisor. The position requires extensive local travels and thorough community work.   Responsibilities and tasks   Ø To participate in the identification of potential project beneficiaries through the needs assessment in the targeted area according to the project criteria. Ø To implement a detailed assessment of the shelter-related needs of each selected beneficiary. Ø To collect beneficiaries’ information following PU-AMI specific templates. Ø At the field level, to implement the distribution of the sealing off kits, winterization and sanitation facilities construction materials, the cash assistance activity and the collective shelter activities. To ensure timely distribution of the materials to the beneficiaries. Ø To ensure field level monitoring of the quality of all works implemented within the scope of the project. Ø To prepare distribution, rehabilitation and cash assistance works reports. Ø To monitor aid use by the beneficiaries on daily basis. Ø To participate in the implementation of the project impact survey. Ø To accomplish any other tasks assigned by hierarchy. The tasks and responsabilities of the Shelter Field Officer mentionned above are not exhaustive and may be subject to change according to PU-AMI needs .    Supervision Under the direct supervision of: Distribution Supervisor or Selter Rehabilitation Supervisor Direct supervision of: n/a Under the overall supervision of: Head of Base    QUALIFICATIONS   Mandatory   Language Skills: Fluent in Arabic (speaking/reading/writing) and working knowledge of English. Education Degree: Baccalaureate/Technical degree in construction, civil engineering or related field (or relevant work experience). Work experience: Experience in NGOs/private companies in construction and/or construction monitoring. Other: Good knowledge of the Akkar district geography.Willing to travel frenquently locally.Mandatory valid driving license.Excellent communication and diplomacy skills to manage relationships in potentially tense situations.Capacity and experience in working in unsafe environments.Willing to stay overnight in precarious conditions in the field.   Desirable   Experience in the social/humanitarian field. Basic English communication skills. Ability to take initiative to deal with difficulties encountered in daily work. Ability to adapt or change priorities according to the changing situation within the mission or the organisation itself. Well-organized. Basic computer skills (word, excel). Hard worker. Able to manage stress and work under pressure successfully. Able to check information,. Neutral.
