Center Management Officer - Zahle

DRC Background The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DRC is inviting local candidates to apply for the position of Center Management Officer - Zahle to support its activities.   Reporting to: Community Development Manager    Responsible for: All collective centres management in Central and West Bekaa                General responsibilities   Community Mobilization Committees Facilitate the establishment and support the functioning of centre’s Committees related to all community service areas.            -  Ensure equal participation of women in all processes            -  Ensure participation of youth in decisions related the them Support the centre Committee in disseminating information through training and awareness sessions. Establish mechanism for regular discussion with refugees of different ages, gender and backgrounds, to fully understand their needs and concerns as well as gender roles, resource sharing, ownership and decision-making practice. Promote  community mobilisation and participation in all aspects related to living in collective centre. Conduct trainings and workshops on according to the needs identified ex; Centre management,   Coordination and Information Management Provide regular feedback to DRC managment on refugees’ needs and concerns on and in Follow up the adequate maintenance of side infrastructure, the agreed delivery of services and protection by all partners. Coordinate and advocate with other partners when gaps or duplication are identified. Organise and conduct Collective Centre management meetings and ensure the regular presence of community representatives and any other relevant actor. Organise and direct surveys and data collection within the centre as needed. Monitor and report on all issues related to targeted vulnerable groups. Refer protection cases and problematic issues to the DRC protection team. Report rehabilitation and maintenance needs to the DRC shelter team. Attend all meetings with other stakeholder related to the Collective Centre management. Develop and update Collective Centre profiles (Form provided by DRC), containing relevant information about the centre and HHs Maintain and update a data base for each centre (including  individual and HH details if needed). Cooperate and share relevant information with the other NGOs, local authorities and UN organizations working in the Collective Centres. organize thematic trainings facilitated by relevant specialist (GBV awareness, parental guidance, hygiene, birth registration, medical topics…) Relocation Follow up on identification and relocation of the displaced in the Collective Centre. Monitore and advocate safe and not-discriminatory access to facilities and service by all collective centre residents. Represent DRC in giving verbal or written warning in case of breach of Collective Centre rules. Engage DRC management and other relevant stakeholders (UNHCR, Municipality, etc) to effect the eviction of a resident or HH from the Collective Centre when needed. Partnering Strengthen the partner’s capacity and hand it over the centre’s management. Provide support (information, conflict resolution, training, mentoring, etc) to DRC’s implementing partner. Monitor the Center’s manager (NGO) performance. Conduct trainings for the centres’ manager on guidelines and other identified gaps/needs. Support the centre manager in identifying, analysing and reporting problems and finding solutions accordingly. Conduct regular meetings with the NGO. Reporting Organize and ensure a timely, proper written weekly reporting and report daily if needed on problems faced; Prepare the weekly and monthly report for his/her sector of responsibility; Propose new sector activities according to identified needs and suggest, after consultation with the Centre’s committees, solutions for problems encountered with activities, budget/work plan/human resources, discuss them with the community development manager and the Head of Office and participate to the decision making process; Finance/Admin/HR Organize administrative/financial/logistics matters related to the collective shelter management activities. Follow up on all payments and Ensure timely and supervise payments in his/her sector of responsibility. Assess sector procurement needs, coordinate and supervise the correctness of DRC finance/admin procedures in collaboration with the community development manager.  Qualifications & Experience: University degree; preferably related to social work Minimum 1 year of relevant work experience Experience in community mobilization Experience working with local NGOs (partnering) Experience in emergency work (advantage) Experience with INGO (advantage) Required Skills: Excellent interpersonal skills Commitment to the values, vision and mission of DRC Very Good computer skills (PowerPoint, Word, Excel…) Well-developed organizational and planning skills Self-motivation and strong team spirit Ability to speak, read and write Arabic and English proficiently Flexibility in terms of working hours and areas of intervention Ability to work under pressure and in a stressful environment Excellent reporting skills
