Bekaa Project Field Officer

The OTI Lebanon project is funded by the US Agency for International Development (USAID),  through a contract with Chemonics International.  The project grants to a variety of institutions, including international and Lebanese NGOs, community based organizations, governmental entities, or informal groups, to implement project activities.  The Field Officer will: Monitor ongoing grants, which may include: attending activity events, gathering information request by LCSI staff in Beirut, writing updates and reports on grant impact and progress, attend coordination meetings for grant activities; In coordination with the Project Development Specialist and Grant Specialist, assist with processing grantee paperwork; Monitor to ensure that grant implementation adheres to grantee concept and timeline; Ensure that grantee’s monthly and final reports are submitted in a timely fashion and are satisfactory in content; Facilitate communication between LCSI staff  and grantee; Assist with any ad hoc procurement logistics and coordination needs that may arise; Proactively identify and conceptualize new potential activities that are appropriate to respond to the current Lebanese political situation and LCSI’s established program goals. In coordination with the PDS, work with potential grantees to design or refine grant concepts and proposed activities; Provide technical assistance to potential grantees as required, during the grants preparation stage, including grant application and grant budget preparation;  Organize regional meetings with grantees, focus groups, community leaders and members. Support the formation of community committees representative of the range of stakeholders in the community. Report on relevant community or regional meetings, possibly with translation of relevant documents; Together with PDS, prepare monthly work plans defining field officer’s responsibilities and goals for each month. Qualifications: Candidate must be thoroughly familiar with the Bekaa region including on a political, social, or cultural basis Ideally, candidate will be resident within the region assigned Candidate must be able travel throughout the region and have access to a vehicle. Native fluency in Arabic and professional functionality in English Politically savvy to work within local community Prior experience working with NGOs and/or local communities and/or youth groups preferred University degree preferred
