Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: The H&N Programme Manager will be responsible for the realization of the Emergency H&N (H&N) programme in the field. Responsibilities include participation in technical assessments, collection of H&N data, implementation, monitoring, documentation and reporting of the project, as well as supervision of the health team, contributing to overall H&N program, its appropriateness and quality. As the emergency H&N intervention is integrated within a multi-sectoral response along with NFI, Food Security, Shelter, Education and Child Protection, the H&N Programme Manager will link closely with other respective sectors to ensure maximum possible integration of the project activities.   KEY AREAS OF ACCOUNTABILITY: . To ensure the implementation of  the emergency H&N (H&N) response in area of implementation in conjunction with the H&N advisor (Beirut) plan and lead H&N team on further assessments in the field and to ensure the quality of the H&N response in accordance with international standards and country strategy Human Resources: work with and support human resources in the process of recruiting H&N staff for field positions To ensure implementation of H&N activities in the field and regularly update the Field Manager, Technical Advisors and operations on the H&N situation and as well as the progress with Save the Children’s response; Proposals: in collaboration with the field managers and field H&N staff, lead the technical development of H&N related concept papers and proposals at field level and ensure that field gap analysis is inputting into development of concepts papers and proposals Reporting: ensure morbidity and mortality data from supported clinics is accurate and timely; analysed to produce health situation reports; utilised to ensure support to clinics is focussing on main needs Reporting: ensure drug management information (utilisation, stock levels etc) is timely and accurate from clinic level; analysed to produce situation reports to be shared with UNICEF/donors Reporting: working with the Health Advisor ensure the on time inputs into donor reports and contribute with case studies and stories from field level Monitoring and evaluation accountability and learning (MEAL): in collaboration with Monitoring and Evaluation Officer, ensure monitoring and evaluation plans are well understood by field team and collected in a timely manner, including feedback mechanisms to track progress ensuring high quality on-going M&E and accountability to beneficiaries in all H&N activities Capacity building / technical support: in collaboration with the Health Advisor provide capacity building and technical support to H&N staff, partners and government authorities as required. Ensure on the job training of supported health facility staff in data collection (surveillance) for morbidity and mortality data and drug management tool and usage Coordination: At field level represent Save the Children at H&N coordination and technical working group meetings, and other relevant forums. To meet regularly and liaise closely with relevant authorities and organisations working in the field of H&N. Integration: strengthen and maintain the links between H&N and other sectors, ensuring that joined up working in communities is actively promoted and take an active role in integrating emergency responses including assessments and project design Liaise with finance, logistics, and administration to guarantee the smooth running of programmes.  Assist Field Managers with the review of BvAs for H&N activities. In case of acute health emergency, lead SC H&N outbreak response team at the field level; e.g. vaccination programmes, case management and control of spread of disease.  Policy / Advocacy: Be aware of SCI policy and advocacy issues; Report if there are any health issues at field level that require advocacy, e.g. user fees Save the Children: Comply with Save the Children health, safety and security procedures; child safeguarding policy; code of conduct and  other relevant policies APPLICATION PROCESS   Please note that the closing date for applications is : For External applicants on July  13th  .                    The selection committee will review all applications as they are received.
