NGO PRESENTATION   Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.   Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.      MISSION CONTEXT   Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the boarder.   In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period. In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North.    ACCOUNATBILITIES   RESPONSIBILITIES AND TASKS DESCRIPTION Under the direct supervision of the Country administator, you will be responsible practicing in HR startegy conception and implementation.     Your tasks will inlcude (amongst others): 1.    National Staff Management   Recruitment process:   Ensure respect and use of official HI forms of the recruitment procedure in the whole country Improve when necessary under the supervision of his/her line manager the recruitment procedure and official HI forms Ensure the recruitment chronogram update Support the AC in positioning any new employee on the salary scale Capitalize every Job Description on the mission and assist PM when necessary in JD writing Capitalize on Test and assist PM when necessary in Test elaboration Follow short listing of applicants for any recruitment and improve the diffusion of offers through the country Provide support to lead interviews for the recruitments in Beirut Manage and share the CV database Supervise the full recruitment process and propose any improvements to the AC Provide trainings to PM and field teams for leading staff’s appraisals   Staff induction process:   Provide general administrative briefing to new employees Ensure that any new employees are aware of their right and duties towards HI: reading the Internal regulations and leading briefings to project teams   Staff declaration process:   Proceed to staff registration/cancellation to the relevant organisms (MoF, NSSF, Fidelity…) Follow medical reimbursement, Fidelity cards arrival Is aware of any new taxes and law related to staff and inform the AC Organize the edition of HI ID cards, make sure every employee has one. Ensure that the contracting process is respected   Staff monitoring process:   Control the HR database and the “TAFF for National Staff” are well updated by the bases on a daily basis and shared between base administrators & AC. Control HI employees documents are provided (HI card, Fidelity card...) Update the project teams with the leave records for their employees, and in matching it with the leaves planning: ensure that the projects won’t be facing gap of HR at certain periods Supervise all the processes concerning HR management and follow up: amendments of contracts, promotions, health insurance scheme, attendance sheets, leave follow up, JD update etc Support Base administrators on final settlements and quietus edition. Propose improvements in the HR database, forms or follow-up to the AC   Disciplinary processes   Support the AC in any disciplinary measures taken toward any employees: preparation of the forms, providing understanding of the situation and the cultural background, assist and advises during interviews (if requested) and decisions File all the elements concerning disciplinary measures and keep all the data confidential   Salary and taxes   Prepare the mission monthly payroll Control attendance sheet and leaves request in Beirut Prepare monthly income tax and CNSS declarations   Human resources policy & strategy. Ensure respect and use of official HI HR policy & procedure in the whole country. Participate in internal policies writing Participate in writing the HR Kit Coordinate with partners (other HI department) and lawyer to improve employment conditions under supervision of the admin coordinator Ensure filling and sending documents to HQ Meet partners and lawyer about administrative and HR issues   2.    National Staff Management   Ensure expatriate general follow-up and filling Update database Xpat and send it to AC monthly basis Is responsible of the visa process and embassy registration Book and follow-up flight ticket Prepare the briefing planning for new expatriates coming       THE CANDIDATE’S REQUIREMENTS (include various soft skills & language skills) -Arabic, speaking and writing -English, speaking and writing -French langage is a plus -Knowledge in computers (Excel required, Microsoft Office) -Be rigorous, calm and polite -Be a good and polite negotiator -Good networking capacities. -Knowledge in computers (Excel required, Microsoft Office) -The ability to integrate completely in the heart of a multi-disciplinary team.
