General Coordinator (M/f)

MEDECINS DU MONDE FRANCE seeks     For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.   Since 2011, the conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed.  In 2012, MdM started activities in Jordan, Lebanon, Turkey and Syria, offering primary health care services for refugee and displaced Syrian populations.In Jordan, MdM-F has been working in the North of the country for 1 year, both in refugee camps and urban settings. Currently, medical assistance is provided in 3 Primary Health Care Centers: Ramtha town, King Abdullah Park and Zaatri. An extension of this activity is expected in a Northern urban area – still to be determined- to support national Primary Health Care facilities impacted by the load of refugees   For further information on our program in Jordan   TASKS AND RESPONSIBILITIES:   Working directly under the responsibility of the Desk officer and the Responsibles of mission, the General coordinator contributes in designing MdM’s operational strategy in Jordan with the desk Officer and the responsibles of mission. S/he is in charge of consolidating the current activities and to assess new needs. S/he is responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. The General coordinator reports directly to the desk officer; and s/he manages the team based in Jordan.   More specifically, you:   1. Program coordination: • Participate in the definition of the general strategy for the Syrian Crisis Program, in the definition of the operational plans, are in charge of the coordination of its implementation in Jordan, the supervision of the activities in a timely manner and in the respect of MDM ethic, principles and commitments. • Insure a regular communication with the regional team • In collaboration with the Coordination team, monitor the humanitarian situation and propose new actions or adapt the on-going projects • Coordinate negotiations, the drafting of the Memorandum of Understanding and of other agreements with the implementing partners • Ensure that adequate means are available for the smooth running of the projects • Are responsible of the carrying out of the contract of objectives defined with donors and the respect of contractual obligations • Contribute to the yearly budget framework and its revision and justifie the budget consumption • Coordinate the preparation of the proposals and report for donors 2. Team management: • Are the general manager of the all staff members • Define the general organisation of the mission in coordination with the Coordination team. • Ensure security and programs’ briefings and follow up of teams • Ensure good information flow and maintain proper communication between the different departments • Support the team in the daily management of the program • Participate in the regular evaluations of the staff under her/his direct supervision, and if necessary take appropriate measures in link with the Administrative coordinator. • Recruit, induct on code of ethics and internal regulations • Manage and motivate the staff 3. Representation: • Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Jordan • Represent MdM with the local authorities and ensure a regular communication with stakeholders • Are the spokesperson for MDM with local and international media, in coordination with the General Coordinator. 4. Security: • Monitor the security situation with the technical support of the Logistics coordinator but are responsible of the security and make decisions. • Analyse and anticipate the security evolutions. • Inform the General Coordinator and the rest of the team on any security incident or dangerous development in the country. • Define and implement safety rules up to date and guarantee their application by all the team • Propose and enforce new rules or procedures, in reaction to security incidents or to changes in context, in collaboration with the Logistic Coordinator. • Manage and report on any security incident affecting MDM staff and assets, if any. 5. Communication: • Act as focal point for communication and advocacy activities.     CONDITIONS OF EMPLOYMENT:   Starting: 18/08/2013 Duration: 12 months Contract : EMPLOYEE (French contract)          SKILLS AND EXPERIENCE NEEDED:  - You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model. -Significant experience as a coordinator or previous humanitarian experience with strong abilities in networking and team coordination. -Experience in emergency projects would be an asset. -Experience in Middle East is an added advantage. -Ability to represent MdM with national authorities, humanitarian partners, the donor community. -Proven ability to compile timely reports and to develop project proposals for funding. -Ability to work in a multicultural setting and as part of a team. -Good analytical skills. -Strong diplomacy mandatory Languages: Fluent english (oral and written) mandatory                     Arabic or French an asset
