Job Summary
The main purpose of the position is, under the management of the Team Leader, implement Concern’s WASH activities in formal/informal tented settlements and/or collective centres and/or host community projects. There will be a number of Field Officers in the programme and they will operate at the site level. As such, this role includes gathering information and data which is crucial to the design of new interventions, increasing Concern’s understanding of (and capacity to respond to) emerging issues as well as routine monitoring of Concern’s activities. In order to ensure that all the skill sets are covered within the site teams, within the role of Field Officer are some generic responsibilities mostly around support to, and mobilisation of, refugee communities; oversight and monitoring of infrastructure construction; conduct assessments; and general coordination; we well as areas of specialisation in hygiene promotion and water quality treatment and testing. It is not anticipated that all Field Officers will have or need or these skills at the outset and Concern will build capacity of Field Officers to help equip them to undertake their role with confidence.
Duties and Responsibilities
Oversee construction at site level
a) Identify the skills and promote self-help approach within the refugee populations
b) Mobilize refugees to take responsibility for construction of water, sanitation and bathing facilities in order to promote ownership
c) Identify most vulnerable families who will require support to construct/install sanitation and bathing facilities and arrange for other refugees to support them
d) Link between refugee community and Concern activities
e) Monitor progress and quality of construction activities at site level; surfacing any issues and examples of good practice through regular reports to Team Leader and in team meetings
f) Assist in profiling of skilled trade-persons and report status to the team leader
g) Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship
h) Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes
i) Participate in the project planning , implementation plan and review meetings and activities
j) Monitor the delivery, handling and utilisation of materials at site
k) In coordination with the Accountability Officer, support Concern to meet its minimum quality and accountability requirements in emergencies
l) Ensure project documents are properly filed and kept secure
m) Produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required
Conduct assessments and gather data/information as required
a) Assist in the design and testing of survey and assessment formats to ensure that they meet needs of Concern and be readily applied at household level
b) Conduct assessments in different parts of Lebanon ensuring data integrity and adherence to agreed methodology and formats
c) Establish rapport with survey participants, explaining purpose, how information will be used and nature of Concern
d) Ensure that survey participants are advised about the outcomes of any assessment
e) Clean assessment data and participate in the analysis of information
f) Contribute to the preparation of reports of assessments
Monitor quality of refugee drinking water
a) Become familiar with water quality standards and testing procedures
b) As per Concern testing protocols, take samples of drinking water at source and point of consumption
c) Analyse results of testing as per procedures and against agreed standards
d) Document results of testing and refer abnormalities to WASH Project Manager
e) Provide or undertake water treatment as per direction of WASH Project Manager
f) Assist Field Officer (Hygiene Promotion) to assess effectiveness of the intervention
g) Work with other Field Officers to trace sources of disease or contaminations in order to prevent further outbreaks
To adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Certificate in Public Health, Biochemistry or related technical qualification
Minimum of one years experience
Familiarity with Lebanese and WHO water quality standards
Experience in community based approaches
Experience in water quality testing and monitoring is desirable
Familiarity with the minimum construction standards for camps (eg., Sphere)
Leadership and supervisory skills and ability to foster team spirit.
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
Excellent communication skills in Arabic
Strong negotiation and mediation skills and ability to work independently
Good knowledge of spoken English desirable
Report writing skills and computer skills in word processing and spreadsheets
Experience in conducting surveys, managing data and statistics is desirable
Willingness to stay in the camps and travel to construction sites all the time.
