    PREMIERE URGENCE – AIDE MEDICALE INTERNATIONALE (Lebanon)   JOB DESCRIPTION   Position:                                 ERM Distribution Supervisor Based in:                                Beirut Supervised by:                      ERM Project Manager Supervising:                          Distribution Field Officers Starting date:                        As soon as possible Application deadline:           Friday, 26th July Duration:                                2 months (but will surely be sustained beyond)     Project background information   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.   PU-AMI is currently setting up an Emergency Response Mechanism (ERM) in order to address the immediate WASH needs of the Syrian refugees in the North, Center and South of the Country. This project aims at creating an emergency cell at Beirut level with adequate needs (HR, logistics, equipment…) allowing a 24-72 hours response to identified acute humanitarian situations. In terms of geographical coverage, PU-AMI proposes to cover all current districts where it has ongoing WASH activities i.e. Akkar, Minnieh-Dannieh, Saida, Chouf, Aley, Baabda and Beirut.   The projects activities include supply of safe drinking water (upgrading of existing water system, filter distributions, jerry can/bucket distribution, installation of water tanks, chlorination...), setting up of safe environmental sanitation (excreta disposal, waste water disposal, solid waste management...) and hygiene promotion (hygiene facilities, distribution of hygiene and baby kits, hygiene sessions...).   General requirements   Obligatory qualifications Language skills: Fluent in Arabic and English (speaking/reading/writing) Education degree: Baccalaureate/University degree Work experience: 2 years experience in a similar position (NGOs/private companies) Computer skills: Good knowledge of the MS office software including Word, Excel, and Outlook Other: -          High knowledge in logistic fields -          Good management skills -          Good knowledge of Lebanon and willing to travel a lot nationally (Akkar, Minnieh-Dannieh, Saida, Chouf, Aley, Baabda and Beirut) and valid driving license are obligatory -          On-night staying possible according to the crisis situation -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations   Wished qualifications Strong motivation to help people in needs Good skills in reporting Well organized Conflict resolution and diplomacy experience Understanding of the political situation in the area Ability to analyze and suggest improvement Ability to take initiative to deal with difficulties encountered in daily work Ability to adapt or change priorities according to the changing situation within a mission or the organization itself Autonomy, neutrality Hard worker Able to manage stress and pressure Able to check information, logical   Objectives   Under the supervision of the ERM Project Manager, the Distribution Supervisor is responsible for the qualitative, quantitative and timely implementation of the Water Supply, Sanitation and Hygiene activities but especially the objectives linked to distribution activities. He/she coordinates and monitors the work of all Field Officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.   Tasks & responsibilities   Emergency response 4  Implement disaster response with stock items available, ensure replenishment of stocks and distribution to disaster affected people; Take part in the assessment, design and implementation of all program activities but mainly distribution of NFI items (sealing off kits, hygiene kits, baby kits, jerry cans…); Plan (daily and weekly) the field activities, supervise Field Officers and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works; Ensure that all measures have been taken and rules followed to ensure security on-site; Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions; Support and participate to the other activities of the ERM team when required.   Assessment, monitoring & evaluation of activities Assess regularly the WASH/Shelter situation and determine population needs; Collect any relevant information from the communities and partners; Produce assessment reports according to developed formats; Analyze and monitor the results of the Distribution activities (Post-distribution monitoring).   Management / Community mobilization Supervise the Field Officers and ensure the respect of all human resources rules; Responsible of the communication between PU-AMI and the Communities regarding the implementation of the ERM activities; Introduce the ERM activities to the Communities; Mobilize and encourage the Communities for the activities (daily and free worker); Organize meeting with Communities according to the different MoU; Evaluation of the team under his/her responsibility.   Logistic & administration Define the needs in NFI, materials and tools regarding the program and the planning of interventions; Ensure the follow-up and the proper use of materials and tools used during on-site works; Manage the supply of NFI and materials to the work site in collaboration with logistics department; Use the PU-AMI forms for all exchange with the logistic & administration services; Analyze the security situation in the area and inform the ERM Project Manager, the Area Project Coordinator and the Head of Base on the security incidents.   Capacity building Train the Field Officers for their activities; Develop any pedagogical and methodological tools adapted to the local context.   Reporting Collect all information and orally reports on the progress of distribution activities on a daily basis; Make a weekly report in English on the progress of activities; Report immediately any delay, problem or other relevant information to the ERM Program Manager; Communicate with the other sectors to homogenize the methodology and the conditions of intervention.   Responsibilities and activities defined in this job description are not exhaustive and can evolve depending on the project needs.   Please join the details of managers who can provide us with professional references for your last works.      Note: Only those applicants meeting the above mentioned requirements will be contacted for an interview (with written test).
