Database Officer

NRC opened its office in Lebanon in 2006, in response to the July 2006 war where it first began humanitarian operations with provision of shelter for the displaced Lebanese population in Southern Lebanon. Since then, NRC has rapidly responded to needs and increased project activities to include shelter support to Palestinian refugee communities, non-formal education provision to refugees from Iraq, and teacher training for school personnel in UNRWA supported schools. In 2011 and 2012, NRC also expanded to provide Improved Services Provision activities and commence its Information, Counselling and Legal Assistance programme. Current project areas include: the Beirut suburbs, Southern Lebanon, The Bekaa valley and Northern Lebanon. With a well established programme for Palestinian in Camps and gatherings in the South and North of the country, NRC has since June 2011 also emerged as one of the main actors within the response to the Syrian crisis in Lebanon. As the country programme increases, NRC has recognised the need to establish a separate Monitoring and Evaluation (M&E) unit which can set up a structure, systems and tools to measure the impact of NRC Lebanon’s work.  The M&E Coordinator will be the first staff member to set up and work within this unit. JOB PURPOSE Manage the use, maintenance, and technical support of databases used in the operation. This includes planning and overseeing system design of different databases and propose technical solutions for consolidation of all data related to the project implementation and base functioning. REPORTING TO The database officer reports to the M&E coordinator. Responsibilities and TASKS: Participate in the design of different databases and propose technical solutions for consolidation of all data related to the project implementation and base functioning Enter and manage data regarding all implemented projects (beneficiaries, bills of quantities, etc.) Maintenance of the MS Access/Excel database/s mentioned above and other/s as required Translate data from Arabic into English (if the need be) Reports (weekly/monthly/quarterly) generated from the database A technical report covering all aspects of the database development process and definitions of codes, variables and copies of any software program written SOPs on the use of the database and/or training materials for training on relevant staff on the use of the database Enforce the correct archiving of the documents In charge of data back up for the base and for the mission if needed Provide any help on the base on computer and network matters PROFILE OF PERSON Statistical analysis software (SPSS or equivalent) Mobile data collection (Surveys) Experience in mapping software (ArcGIS, Google Earth…) Experience in an NGO / Private organization DELIVERABLES - Accurate analysis and reports of data - Maintenance of the MS Access/Excel database/s mentioned above and other/s as required - Reports (weekly/monthly/quarterly) generated from the database. - A technical report covering all aspects of the database development process and definitions of codes, variables and copies of any software programme written. - SOPs on the use of the database and/or training materials for training on relevant staff on the use of the database FORMAL EDUCATION University diploma or degree in Computer Sciences or related technical field. Any well proven EXCEL Experience or Microsoft certifications in ACCESS or SQL Server would be preferred. - Ability to use Microsoft Access databases i.e. enter data, update records and fields, modify database structure, generate customized reports - Ability to design the structure of the database and write interfaces (eg Microsoft excel for data entry to ensure data quality and security - Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with NRC and even after the contract ends.
