External Evaluator

The evaluator will be responsible to conduct an external evaluation of the project “Let’s all go to school initiative” funded by UNICEF. This project aims to empower school actors and mobilize surrounding school community to create a sustainable mechanism for child right oriented recreational activities. Through a series of capacity building trainings, workshops and follow-up sessions, the project seeks to establish, activate and empower activity committees  and activity coordinators in 12 schools (Hermel 8, Akkar 4), with the needed skills to autonomously plan, manage and fundraise for school based extra- curricular activities. Moreover, the project seeks to support committees and coordinators in identify and mobilized a group of volunteers who will be trained to deliver extra-curricular activities for children, using a child-centered approach. Schools will implement fundraising actions to attract funds allowing them to organize extra-curricular activities for 1000 Syrian and Lebanese boys and girls, while the project will provide them with a small fund and sports equipment. In addition, awareness sessions for parents on child friendly pedagogical methods will be organized to protect children from violence and neglect, allowing parents to better support their children and become more involved in school life. Evaluation Objectives The aim of this evaluation is to assess the degree to which the project activities accord with the objectives defined in the project logframe. In consultation with Mada’s staff, key stakeholders and beneficiaries, the evaluator will reflect on the project implementation, assessing the impact of the action, its achievements, implementation challenges and sustainability, while identifying lessons learned and providing recommendations for the future. Methodology & Main Responsibilities The evaluator will be expected to perform the following tasks based on these main phases of the evaluation: Carry out a desk review of all documents related to the project such as proposal, reports, files, etc… Hold field visits to Akkar and Hermel schools Conducting focus groups and individual interviews with the target groups (children, parents, teachers, directors, as well as committee members, activity coordinators and volunteers) to evaluate project results, in addition to collecting impact indicators as well as beneficiaries’ opinions and experiences Data Analysis Produce an evaluation report Mada’s Responsibilities Provide the evaluator with all reasonable assistance, including the arrangement of interviews and access to all relevant material and documents Assist in the preparation of field visits and provide guidance during the field visits Arrange basic office facilities Provide feedback and comment on the draft evaluation report
