Beirut, Lebanon Tel/fax: 00961 1 744926 e-mail: azard@oxfam.org.uk Estimated date of award of contract June 2013 Period of consultancy To be discussed   1.      Background:   Under a project funded by the European Union titled ”Promoting working with men and boys to end violence against women (VAW) in the Middle East” and thru a fund from UNFPA, Oxfam GB is seeking a consultant to develop, design and produce a documentary movie to be based on  the results and impact achieved through the men's forums and the White Ribbon campaign in Lebanon, Jordan, North Iraq and oPt.   The project started in January 2009 to respond to the need of working with men and boys to eliminate violence against women. At that stage, the project focused on building the capacity of women’s organisations in knoweldge and skills in order for them to work and engage with men and boys towards ending VAW with a focus on positively changing the attitudes, practices and policies..   Within this scope, the overall objective for the current program is to contribute to the efforts of civil society organizations in the Middle East in countering gender stereotypes to combat the root causes of Violence Against Women. The specific objective is to bring about an improvement in attitudes and practices of men, of society at large and in  the policies of institutions, to end Violence Against Women in the Middle East.   The programme focuses on achieving the below results: Result 1: Enhanced capacity of 16 CSO's (Civil Society Organization) to effectively influence men in key institutions to take positive actions to end VAW in Lebanon, Iraq, Jordan and oPt;  Result 2: Enhanced capacity of 4 CSO’s in counselling for male perpetrators in Lebanon, Jordan, oPt and North Iraq. Result 3: Enhanced capacity of men's forums to lead awareness raising campaigns to end VAW in Lebanon, Jordan, oPt and establish in North Iraq . Result 4: Improved attitudes and practices of male beneficiaries with reference to VAW as a result of Middle East White Ribbon Campaign in targeted countries; Result 5: Improved capacity of  two organisations  to act as a resource organizations on working with men and boys to eliminate VAW in their respective countries .   The documentary will be focusing on highlighting the results and impact of Result 3 and 4 in the four targeted countries through the transformation of the participations: their changed attitudes, behaviours and opinions. . Who are the Men's forums? Men’s forum is a successful model of ‘change makers’ who are working to mobilize men within their communities to end violence against women. The members of the men’s forum are working to stimulate public dialogue through extensive community based activities. The goal of men's forum is to be advocators for ending violence against women thru the promotion of awareness and debate on violence against women. The idea for this documentary is to highlight the achievements of the men’s forum; the personal and community transformation that they have helped facilitate. . The specific activities of the men's forum are: sensitization for community male members thru awareness raising sessions, workshops, exhibitions, drama performances, school competitions, sports activities and different community activities, etc. What is the White Ribbon campaign? The White Ribbon Campaign (WRC) is the largest effort in the world of men working to end violence against women in over fifty-five countries. Campaigns are led by both men and women, educating men and boys to end violence against women. Wearing a white ribbon is a personal pledge never to commit, condone or remain silent about violence against women. The campaign runs each year, starting on November 25, the International Day for the Eradication of Violence against Women until December 10, the international human rights day. For the first time in the ME, the WRC was launched in Lebanon in 2010 and in 2012, the campaign was launched regionally in 5 countries (Lebanon, Joedan, oPt, Iraq and Cairo) simultaneously. The documentary will assist in highlighting the results and impact that the WRC has had on local, national and regional level.   2.      Objective of the documentary movie: The objective of the documentary movie is as follow:   Highlight the achievements of the men’s forums, as part of the White Ribbon Campaign interventions, through the voices and stories of transformation by the participants in the 4 targeted countries. Contribute to the improved awareness of violence against women and the role of men and boys to end it at the regional and national level in the Arab region. Particularly make a case for male involvement to end VAW through the “champions of change” presented in the documentary.     3.      Methodology: The selected consultant will work collaboratively with Oxfam team to refine and agree the final methodology.   Documentary Duration: A maximum of 16 minutes divided into 6 chapters. (one chapter on the context of VAW in the regional and specifics to the four targeted countries; one chapter for each of the 4 countries related each to men’s forum or White Ribbon Campaign: one chapter to conclude the documentary and look ahead)   Locations:                  Lebanon, Jordan, North Iraq, oPt (If accessible)                                     2 days shooting trip for each country   Audience:                   Men’s Forums, social media, CSOs, general audience, and others in the region.   Consultant is expected to: Establish and approve storyboard for the documentary. Create/draft dialogue for script of documentary Create draft of questions to ask at interviews on site Produce documentary divided in 6 chapters that can be used separately in social media (2 minutes each) (One chapter for each of the 4 countries related each to men’s forum or White Ribbon Campaign). The total documentary shall not exceed 16 minutes. Organise and pay for own transport to and accommodation for staff and equipment sites. However, Oxfam can recommend some hotels and will link you up with it local partners for country shooting. Obtaining legal signed waivers from interviewees. Initial editing and cutting of final documentary. Directing of documentary and interviews etc Awareness and respect for intellectual property rights of the community in relation to the documentary Project managing the documentary production and the process for the documentary crew and staff employed Make sure all staff recruited has signed Oxfam code of conduct. The documentary will be in Arabic with English subtitles.   Oxfam will: Provide interviewers Approve the final editing of the documentary in collaboration with UNFPA. The consultant does not own any rights to the final product. They are not able to sell, distribute or publish any information regarding the documentary.   This consultancy is expected to be finalised within 40 days from its start date.   4.      Outputs   Expected outputs include: a. Approved storyboard in soft copy (or hard copy by agreement); b. Approved script and interview questions in a word file; c. A draft cut of the documentary, providing access to the raw documentary if required d. Final 12 to 16 minutes documentary in Arabic with English subtitles as per international documentary standards divided into 6 chapters that can be used separately in social media(file format to be recommended by the firm).   5.      Skills and Competence The specific skills and competencies we seek include:   Proven 5 years experience in documentary film making; Solid technical background preferably in Digital Video production. Strong knowledge of violence against women and women issues in the Middle East is an asset; Excellent writing and verbal communication skills in English and Arabic; Excellent communication and interpersonal skills.     6.      Applications   Applicants with the experience and skills described above are invited to submit the below:   CV A cover letter of no more than 2 pages introducing the consultant experience and how the skills and competencies described above are met, with concrete examples. Please also use this cover letter to indicate consultants’ availability at critical periods. An outline of no more than 2 pages of the proposed process and key considerations. A 1-page budget covering all major anticipated costs (Oxfam prefers to pay an agreed price for the totality of the work including the field trips and Skype calls) One example of a previous similar task.
