DIMENSIONS:
Supervising/ monitoring resources within defined boundaries or a specialist area, which may include people, assets and/or budgets.
Providing support and advice to managers on areas of work covered in their remit.
Provides support for and implements operational plans to agreed standards.

Influence staff and volunteers in Oxfam and develop effective relationships with external bodies.
KEY RESPONSIBILITIES:
Manage the HR administration of day to day documentation; Recruitment; Leavers; Learning & Development; Performance Management including the ongoing maintenance of the Oxfam GB HR databases (HRMIS, I-Grasp, GOLD)
Be the first point of contact in Country HR for any HR queries from staff and managers, knowing when to escalate to the HR Advisorr (this includes Recruitment, Leavers, Learning & Development and Performance Management)
Research into local labour laws; Oxfam policies and procedures; Learning & Development opportunities internal and external to Oxfam in order to give efficient advice to the staff and management and Regional HR
Supporting the HR Advisor with salary surveys, researching the job market; grade reviews; Learning & Development Plans, etc
Capacity building of managers and staff in Oxfam to assist in the efficient delivery of support and programmes
Capacity building of partner organisations in the area of HR administration and HR management
Delivery of workshops/ training on HR policies and procedures
Collate information needed for strategic planning for the country programme and for the HR strategy. Research on HR issues to feed into strategies
Management of the Induction process for new staff, volunteers, consultants, etc
Management of Health & Safety in the work place for all offices
Any task reasonably assigned to you by your line manager or designated person

Written and oral Arabic, English essential

Previous experience in Human Resources essential
