Introduction Workshop to Transformative Women’s Leadership (TWL) and Gender Resources Workshop Facilitator’s Terms of Reference Tentative location and date: Beirut, 26-28 June 2013 Background AMAL is a three-year multi-country, multi-affiliate[1] programme, which aims to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes. The programme includes: Country-level projects in OPT, Morocco, Tunisia and Yemen developed in response to country needs and opportunities, Regional component to develop and support alliances, campaigning and research to strengthen collective voice in national and regional decision- and policy-making processes. Global-level work to share and disseminate learning more widely and to advocate for government and donor policies that preserve and advance women’s rights in the region.  Purpose of this Assignment Oxfam AMAL programme would need to work with an experienced facilitator with strong gender background and experience and training experience to support in conducting the TWL and gender resources regional workshop for AMAL partners, scheduled in June. Key responsibilities and deliverables Preparing the ground: co-design and preparation Review key programme documentation: the programme document, logframe and other conceptual documents. Close liaison and regular communication with the core team (AMAL Programme Manager and assigned TWL resource person) (face-to-face meetings, phone calls, email as required during May and June) on aspects below. Discuss and coordinate on the content of specific sessions together with Oxfam resource person, the AMAL programme manager and the presenter of the session. Finalize the draft concept note and finalize and detail the programme/agenda for the event based on desired objectives.  This includes clarifying the outputs of individual sessions and advising on appropriate methods and processes; Support in selection of resources/tools to use during the workshop with AMAL programme manager and TWL resource person. Liaise with the AMAL Programme Manager on requirements for the room and to plan the use of space; and with the person providing administrative support on other logistics. Convening a pre-meeting with Oxfam team one day prior to the event   Facilitation of the June workshop (3 days) The purpose of the facilitation is to support participants (around 22 people) and hosts towards achieving the purpose and desired outcomes agreed by all, and responding to changes as necessary.  Lead facilitation of the workshop and taking part in supporting activities as needed Guiding and supporting the process of the meeting: contracting with the group at the start; encouraging participation; attending to group dynamics; checking progress throughout and re-contracting/ making adjustments to the programme as required/ agreed; daily review, evaluation and closure. Keep good track of content: summarizing points, rephrasing, finding commonalities and consensus points during discussions. Oversight of documenting and capturing outputs (by participants as agreed). Afterwards, take part in a learning review with the core team. The lead facilitator may invite co-hosting when needed noting that the resource person on TWL would be responsible for guiding the related TWL sessions. Participants will also be invited to host/ facilitate their own small group sessions. 3.       Deliverables: a)      Final concept note clarifying objectives and outputs including and Workshop programme/agenda (jointly developed/ agreed), guidance notes for presenters b)      Any needed handouts and process-related materials based on discussions with the AMAL programme manager. c)       A workshop report   Support and Monitoring by Oxfam   Oxfam will provide the workshop draft concept note and agenda skeleton Oxfam will provide a resource person on TWL who will work closely with the facilitator on matters related to TWL content Oxfam programme management will oversee the planning of the workshop, provide input into the overall programme and sessions and approve key milestones Oxfam will provide names ,contacts and positions of all participants in good time Oxfam will cover the costs of the venue and catering, tickets, accommodation for all participants Oxfam will organize all the logistics   Qualifications of the candidate   Proven significant experience in training and facilitation in the Arab region, experience in working with women organizations is necessary Proven experience in gender equality and women empowerment Political sensitivity and awareness Ability to lead dialogue to achieve consensus and resolve conflicts arising during discussions Proven significant experience in leadership approaches and  knowledge of transformative women leadership is a plus Proficient English and Arabic Language skills, French is an advantage   [1] Oxfam affiliates responsible for managing and delivering AMAL Programme include: Oxfam Great Britain, Intermón Oxfam (Spain) and Oxfam Novib (the Netherlands).
