Project Manager – Nahr El Bared Camp (NBC)   Location Nahr El BaredCampOffice Type of Appointment Contractor Deadline for Application 19 June 2013 Vacancy Announcement Number 961/2013 Department/Division Office of the Director   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the incumbent:   (A)     Is responsible for the day-to-day management of the Project ensuring its successful implementation as per plans, on time, within budget and to the quality approved.  In particular: i)        Reviews all the project documentation with regard to schedule, budget and organisation; develops the Project Implementation Plan and updates it regularly ensuring that UNRWA rules and regulations on technical matters as related to the project are applied; ii)      Assists each unit in defining their needs for equipment and human resources to match the objectives; iii)     Provides overall supervision to construction management as well as maintenance teams, consultants and contractors to make sure that Agency norms and  standards are adhered to; iv)     Prepares risk management plans; v)       Advises D/DUA/L on the implementation of the project;   (B)     Develops and maintains effective relationships with external project stakeholders including community and community representatives, donors, the local authorities and statutory undertakings, the military authorities, other UN Agencies and NGOs for the advancement of the project. In particular: i)        Internal and external communications; ii)      Facilitates visits by donor representatives and other external interlocutors to the Project area in coordination with the Field Donor Relations Unit; iii)     Maintains regular contacts with the UN agencies, NGOs, academics, the business community and the media for the advancement of the project; iv)     Ensures effective project visibility from an Agency and donor perspective; v)       Liaises with the Field Security Officer-NLA regarding security matters;   (C)     Is accountable to UNRWA for the Project’s budget, expenditure and reporting and acts as its expending officer;   (D)     Maintains regular contacts with Nahr El Bared and Beddawi Camp committees and is responsible for the development and maintenance of a participatory approach with the community in all stages of the project from assessment to implementation through setting up the appropriate participatory management structures and ensuring the smooth management of such a process;   (E)     Coordinates with the Department of Infrastructure andCampImprovementat UNRWA/HQ (A) on all technical/construction issues;   (F)      Impact of incumbent’s work: Prepares reports on project progress and achievements as well as best practices, evaluation and lessons learned; i)        Important of decisions and proposals: the incumbent should be very prudent when making proposals or taking decisions as these have an impact on thousands ofPalestine refugees and on the standing of the Agency both with the Government, beneficiaries and the donor community; ii)      Possible consequences of involuntary errors by the incumbent: erroneous decisions could have serious political, security and financial ramifications for the Agency and negative consequences for the refugee community; (G)     Independence of Work: i)        Application of guidelines: the work must be performed within the framework of general Agency policies and directives and instructions from the Deputy Director of UNRWA Affairs,Lebanon. However, the incumbent will often be required to exercise initiative and interpret and adapt guidelines; ii)      Supervisory control over work of the incumbent: the incumbent will be in regular contact with his/her supervisor, who outlines the purpose of the work and desired results, and provides guidance when necessary. Work will be evaluated by reviewing the project management in the Filed and the incumbents’ efficiency and effectiveness in pursuing high-level objectives.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional Advanced University Degree (Masters or equivalent) in Civil Engineering or Architecture.   (B)   Experience At least 10 years experience in construction projects out of which 7 years minimum in construction project management.   (C)   Language        Excellent command of written and spoken English.   (D)   Skills and Competencies i)        Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; ii)      Demonstrated competence in all aspects of project planning and management, including application of all aspects of results-based management/project cycle management; iii)     Ability to develop clear goals, independently plan and prioritize own work, work well under tight deadlines and handle multiple concurrent projects/activities; iv)     Positive attitude and strong analytical, interpersonal and communication and coordination skills; v)       Proven ability to exercise initiative and resourcefulness necessary for prioritizing multiple clusters/components; vi)     Team management skills at inter-agency level;   DESIRABLE QUALIFICATIONS A construction and Project Management related qualifications would be an advantage.   CONDITIONS OF SERVICE Salary: Monthly salary (full package) USD 7,500.- Contract Duration: Twelve months (with possible extension)   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
