Procurement Specialist

The Lebanon Civic Support Initiative (LCSI) project is funded by the United States Agency for International Development (USAID), through a contract with Chemonics International. The project provides cash and in-kind grants to a variety of institutions in Lebanon, including international and Lebanese non-governmental organizations (NGOs), community based organizations, or informal groups, to implement project activities.   Specific Duties and Responsibilities   The procurement specialist will provide procurement support, primarily for in-kind grants as assigned to him/her, in Beirut and in field locations in Lebanon in the North, South, and Beqaa regions. Responsibilities of the procurement specialist will include but are not limited to:   Manage and procure in-kind support for grants, in response to requests from the project development specialist, grant specialists, chief of party, or operations manager Determine the most reasonable, fair and expeditious procurement option for each item procured, in compliance with Chemonics and USAID policies and procedures, and the LCSI field procurement manual Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file Maintain the project’s commodity management tracking system and ensure that all required documentation is maintained in procurement files Visit selected warehouses in Beirut to consolidate shipments and/or repackage purchased commodities Where required, assist the operations manager and/or chief of party in preparing waiver requests or other procurement related approval documentation Provide procurement status reports and inventory summaries as requested by project staff Travel as required to inspect and/or receive delivery of equipment at grantee sites Perform any other tasks requested by supervisor     Job Qualifications   Bachelor’s degree Experience and/or good understanding of procurement procedures of donor organizations, preferably USAID At least three years of relevant work experience with procurement, commodity management tracking systems Strong organizational, management and administrative skills, including verbal and written communications in Arabic and proficiency in English Working proficiency in basic office computer applications including MS Word and Excel required Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public
