Shelter Coordinator

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, 6 months contract in the following locations Beirut, Tripoli, Akkar and Bekaa: ROLE PURPOSE:   The post holder will be responsible for the supervision Shelter & NFI activities inNorth Lebanon. This will include team coordination, liaising with support departments, monitoring, reporting, needs assessment, inter-agency coordination; In close coordination with the Shelter Advisor, he will contribute to shelter strategy development, providing technical guidance to field-based teams, ensuring that high-quality activities are implemented in a timely manner, developing proposals and securing funding for programming. The Shelter Advisor will also support construction activities in other programming sectors of Save the Children (education mainly) with any necessary technical inputs and construction supervision.   KEY AREAS OF ACCOUNTABILITY: Shelter Programming: With the Advisor and Field Manager, finalize implementation plans for each Shelter & NFI project Prepare weekly and monthly work plans in line with the implementation plan;  and ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions) Liaise regularly with communities/municipalities to ensure participatory approaches and acceptance of Save the Children’s Shelter programming Assist with the training of the Shelter team to ensure they have solid understanding of key programme documents and tools, including MEAL tools Actively participate in the collection and analysis of information used to determine vulnerability, and contribute to the establishment of transparent targeting criteria Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual (BVA) reports to assess any discrepancies and ensure timely expenditure With the Advisor, analyse information to select intervention sites;  and analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programming Produce timely reports for internal use on the status of on-going programming; and contribute to donor reporting Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programmes Represent SCI in relevant working groups and coordination meetings particularly at regional and local level. Coordinate closely with external actors, local authorities and other sectors of SCI Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection   Program Development Participate in the continuous assessment of mid and long term Shelter & NFI needs and ensure that it is appropriately reflected in sectoral meetings Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level; and ensure multi-sectoral programming With other team members (and communities), identify programme gaps and ensure appropriate action is taken Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs Write proposals, including logical frameworks (and developing measurable indicators to measure outputs/outcomes) to secure funding for additional programming; ensure that appropriate measurable indicators are established Lead and conduct needs assessments to guide strategy development   Technical Support: Provide technical leadership for civil rehabilitation works, evaluating in details rehabilitation needs of shelters Provide technical support for construction activities of SCI’s other programming sectors Take initiative to propose adjustment of activities depending on evolution of needs and standards agreed across the sector, taking into account vulnerability and technical criteria Ensure quality of shelter materials delivered and civil rehabilitation works Conduct regular trainings for      staff to build skills and capacity   Monitoring and Evaluation: Ensure clear plans in place for      monitoring and evaluating project activities in relation to Save the      Children and donor objectives; and that lessons learnt are shared and      capitalized on Ensure that projects are      monitored regularly, and that data is collected on a weekly, monthly and      quarterly basis Contribute to the development of      data collection tools and databases Regularly visit project sites to      ensure that teams are appropriately supported   External Relationships Maintain strategic links with key      stakeholders such as governmental bodies, UN agencies, INGOs and other      local NGOs and CBOs, identify opportunities and ensure Save the Children’s      participation in key activities of the local level Represent Save the Children at      appropriate coordination meetings and working-groups   Other: Prepare sitreps, internal reports      and donor reports as required Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE   Experience Minimum 3 years of work experience Experience working with NGO’s Experience of line management Experience of housing rehabilitation, basic construction, distributions, report writing etc   Skills Familiar with humanitarian sector, donors, technical aspects of humanitarian Shelter, Sphere standards and Humanitarian principles Strength in interpersonal, communication and presentation skills and teamwork Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Familiarity with theNorth Lebanon& willingness to travel within Country Civil engineering, including concrete and block      works, plumbing, contracting.
