Monitoring And Evaluation Officer

NRC opened its office in Lebanon in 2006, in response to the July 2006 war where it first began humanitarian operations with provision of shelter for the displaced Lebanese population in Southern Lebanon. Since then, NRC has rapidly responded to needs and increased project activities to include shelter support to Palestinian refugee communities, non-formal education provision to refugees from Iraq, and teacher training for school personnel in UNRWA supported schools. In 2011 and 2012, NRC also expanded to provide Improved Services Provision activities and commence its Information, Counselling and Legal Assistance programme. Current project areas include: the Southern Lebanon based in Tyre   With a well established programme for Palestinian in Camps and gatherings in the South and North of the country, NRC has since June 2011 also emerged as one of the main actors within the response to the Syrian crisis in Lebanon.   As the country programme increases, NRC has recognised the need to establish a separate Monitoring and Evaluation (M&E) unit which can set up a structure, systems and tools to measure the impact of NRC Lebanon’s work.  The M&E Coordinator will be the first staff member to set up and work within this unit.   JOB PURPOSE   The M&E officer will be based in the NRC’s Tyre office supporting  M&E activities in providing direction, technical support to field colleagues. The M&E officer will work closely with the M&E coordinator, database officer, and program staff.                                   Roles and Responsibilities:   Support and contribute to the development of a data management      system through documentation, implementation and coordination of      standardizes information flow of M+E activities and reporting Support in standardizing M+E across projects Assist in Implementing work plan of the M&E unit in NRC      Lebanon. Assist in developing tools and templates to be used for      measuring impact of each core competency Guide M&E staff in review monitoring reports, analyse them      for impact evaluation Collaborate with staff on qualitative monitoring to provide      relevant information for ongoing evaluation of project activities, effects      and impacts. Ensure that, in general, project monitoring arrangements comply      with the projects documents and, in particular, the provisions of this      project documents are fully observed in the M&E strategy. Organise (and provide) refresher training in M&E for      project staff, including local organisations and primary stakeholders if      need be. Plan for regular opportunities to identify lessons learned and      implications for the project’s next steps. Participate in these events      when possible. Prepare reports on M&E findings, as required Undertake regular field visits to the field to support      implementation of M&E and to identify where adaptations might be      needed. Liaise with peer organizations and M+E staff in partner      agencies to facilitate lessons learned and coordination Support the Programme Department in new initiatives, should these arise during the employment period     REPORTING TO The M&E officer reports to the M&E coordinator and      field manager. Qualifications At least 2-3 years experience in an international NGO      preferably in an emergency or post-conflict setting, including M+E      capacity and systems development Experience with and knowledge of  principles and current approaches to      monitoring and evaluation in relief and development programs, using both      quantitative and qualitative methods Demonstrated ability to transfer knowledge to diverse audiences      through training, mentoring and other formal and non formal methods English language proficiency (speaking, reading, writing) Computer skills, including MS Office (Word, Excel)   Education Minimum of a university degree in social science, economics, rural development or in other related fields. Prior experience with monitoring and evaluation required. Personal Qualities Ability to work under pressure,      independently and with limited supervision Ability to meet deadlines in      multiple tasking environments Ability to engage and motivate staff in a challenging program      area Good coordination skills   Desired Skills Post-graduate certificate in M+E related field such as surveys,      sampling, data analysis Experience      with field level coordination with UN organisations, INGOs, Donors and      authorities
