Finance Specialist

The Lebanon Civic Support Initiative (LCSI) project is funded by the United States Agency for International Development (USAID), through a contract with Chemonics International.  The project provides cash and in-kind grants to a variety of institutions in Lebanon, including international and Lebanese non-governmental organizations (NGOs), community based organizations, or informal groups, to implement project activities.   F. Specific Duties, Responsibilities, and Accountabilities   Responsibilities of the finance specialist will include but are not limited to:   Prepare monthly financial projections for LCSI field operations Perform financial analysis upon request Manage payroll, social/health insurance and tax payments Process the monthly field office project expenditures (locals), submit locals to Chemonics’ home office monthly Assist procurement and grant specialist with compliance matters related to the procurement process Prepare wire transfer requests Respond to home office requests for financial and accounting updates or other information, and prepare weekly grants disbursement sheet for updating the Activity Database Track short- and long-term level of effort (LOE) for personnel in the field Prepare monthly bank reconciliations Assist to ensure that personnel policies and regulations are strictly implemented. Confirm backup documentation is complete for local employment agreements including both long- and short-term Manage local insurance contracts (health, personal accident, and property). Supervise the payment of vendors and check preparation Process expense reports       Financial tasks related to grants include the following:   Perform pre-award survey, where required, regarding financial management capabilities of potential grantees Prepare and review financial reports Perform detailed review of grantees liquidation reports and expense reports before processing subsequent payments Monitor and track grant expenditures to ensure consistency with approved budgets. Track advances and liquidation reports Assist grants management staff in reviewing grant concept papers, applications, and financial reports Provide technical assistance as needed for grantees regarding financial management and grant administration    G.  Requirements and Qualifications   BA in relevant field, such as business administration, with strong preference for accounting certification At least three years of relevant experience in financial management on donor-funded programs, preferably USAID Familiarity with USAID policies and procedures is preferred but experience with other donor-funded projects will be accepted Demonstrated proficiency in financial and accounting software, word processing and spreadsheet applications Ability to effectively communicate verbally and in written form in both Arabic and English Ability to work in a professional and cordial manner with fellow staff members, visitors, and the general public, including rural community based organizations Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of the project and Chemonics
