Wpe Protection Officer

The International Rescue Committee is an international organization specializing inemergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, theIRC is starting a Women’s Protection and Empowerment (WPE) program, with program strategiesimplemented in various locations in the Northern and Beka’a Governorates. The WPE Protection Officer is akey position in the WPE Program, ensuring the identification of risks related to gender-based violence(GBV), and working with the community and other sectors to mitigate that risk and to create a safer, moreprotective environment for women and girls among the Syrian refugee populations. SCOPE OF WORK: The WPE Protection Officer will oversee the risk identification and mitigation activities.The WPE Protection Officer will train and supervise the Risk Mitigation Associate(s), who will in turn overseea team of Outreach Workers to increase women’s and girls’ access to information about risks, services, andrisk mitigation activities. The WPE Protection Officer supports the overall work with community members tominimize the risks women and girls face. Position objectives:Risks to women and girls are identified through safety audits and community consultationsRisks to women and girls are mitigated through safe and appropriate risk mitigation activities Who this position reports to: WPE Program Manager RESPONSIBILITIES: Grant Implementation· Conduct weekly camp safety audits to identify risks and compile findings in weekly reports submittedto program manager for final compilation.· Develop information materials and activities, in collaboration with the WPE team, ensuringmessages are appropriate for the community and tested before dissemination.· Provide direct supervision to Risk Mitigation Associates, and through them, indirect supervision tothe Outreach teams, including:o Development of daily and weekly Outreach plano Conducting “Home Visits” or “Tea Sessions” in the project locations· Mobilize community members to create a protective environment and promote women and girls’safety and dignity Grant Monitoring & Reporting· Consolidate findings from weekly safety audits· Prepare and submit weekly, monthly and 3-month work plans in a timely manner and incorporatemanager feedback.· Compile monthly report and submit to WPE Program Manager every month.· Ensure that all relevant financial documentation is completed accurately as required by IRC financepolicy. Coordination & Representation· Support adherence to GBV referral protocols· Assess gaps in GBV prevention and risk mitigation services· Represent the IRC at GBV-related meetings as required· Facilitate and lead field site-based GBV coordination or other response-related meetings, asrelevant.· Maintain positive coordination and relationships with partner and other IRC sector staff.· Develop monthly outreach plan based on case trends and needs of women and girls.· Prioritize coordination and collaboration with “high risk” sectors (e.g. environmental health, fooddistribution, health, camp management, etc.) Training· Develop and conduct trainings and workshops for IRC WPE staff, other IRC staff, partnerorganizations and community members on a variety of issues related to violence against womenand girls, access to services, and reducing risk for women and girls.· Provide prevention-related trainings for all relevant sectors and community members.· Lead GBV prevention capacity building trainings for Risk Mitigation Associates and Outreach teams,including:- Safety Auditing- Risk mitigation- Primary and secondary prevention strategiesMentorship/Supervision· Work with stakeholders to implement standard operating procedures and monitor referral pathway toensure safe and confidential access to all WPE services.· Contribute to a positive team spirit among all IRC staff.· Provide mentoring and supervise the WPE Risk Mitigation Associates on a weekly basis· Provide indirect supervision, through the WPE Risk Mitigation Associates, to the WPE Outreachteams on a weekly basis Other· Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensurethe successful implementation of programs· Other duties as assigned by the supervisor to enable and develop IRC programsProfessional Standards· All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct andthe IRC country employment policies

· Clear understanding of gender inequality, and issues surrounding violence against women and girls.
· Ability to maintain confidentiality and respect for clients at all times is essential.
· Ability to lead, train, supervise, facilitate and motivate other WPE staff in their respective tasks in a
professional, respectful and supportive manner.
· Positive and professional attitude, able to organize, maintain composure and prioritize work under
pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain
attention to detail.
· Ability to work as a member of a team essential.
· Computer literacy, including Microsoft Word and Excel.
· Fluency in Arabic required.
· Ability to communicate in English and write clear and concise reports in English strongly preferred
