Position: Water Supply & Sanitation Field Officer / Mason profile
Based in: Saida
Supervised by: Water Supply & Sanitation Supervisor, WASH Project Manager
Supervising: Community members and contractors
Starting date: As soon as possible

Project background information
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. Today, PU-AMI is intervening in 19 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.
PU-AMI is implementing two WASH projects for vulnerable Palestinian Refugees, Syrian Refugees and the most vulnerable host communities in Lebanon. The projects activities include supply of safe drinking water (filter distributions, installation of water tanks...), setting up of safe sanitation facilities (construction, rehabilitation) and promotion of hygiene awareness (hygiene promotion sessions, distribution of hygiene kits, and distribution of baby kits...).
General requirements
Obligatory qualifications
Language skills: Fluent in Arabic (speaking/reading/writing)
Education degree: Technical institute degree / Apprenticeship / Vocational training / On-the-job training
Work experience: Proven experience in NGOs/private companies in Water Supply & Sanitation fields, Plumbing, Masonry, Civil works
Computer skills: N/A
Other:
- Intermediate knowledge in Water Supply & Sanitation infrastructures and/or construction works and/or plumbing works and/or masonry works and/or civil works
- Good knowledge of Beirut, Mount Lebanon and South Governorates, willing to travel a lot locally and valid driving license are obligatory
- Excellent communication and diplomacy skills to manage relationship in potentially tense situations

Objectives
Under the supervision of the Water Supply & Sanitation Supervisor, the Water Supply & Sanitation Field Officer is responsible for the qualitative, quantitative and timely implementation of the Water Supply & Sanitation activities and infrastructures. He/she directly implement the hardware activities (mainly masonry works) or with the help of beneficiaries, daily workers or contractors.
Tasks & responsibilities
Activities implementation
Carry out the technical assessment, design and implementation of the Water Supply and Sanitation activities;
Respect the planning, design and required quality of the works (technical specifications, cost estimation and methodology);
Carry out signature of formal contracts for the implementation of works with beneficiaries, owner and local authorities and explain clearly its terms to all the parties to ensure its well understand;
Ensure that all measures have been taken and rules followed to ensure security on-site;
Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions;
Support and participate to the other activities of the WASH team when required (distributions).
Assessment, monitoring & evaluation of activities
Assess regularly the WASH situation and determine population needs;
Collect any relevant information from the communities and partners;
Collect and monitor the results of the Water Supply & Sanitation activities.
Community mobilization
Relation/negotiation with the community for the activities and free community participation;
Check the contractors' interventions are achieved regarding the requirements of the contract;
Supervise the community’s members;
Manage and organize the community participation on-site.
Logistic & administration
Ensure the follow-up and the proper use of materials and tools used during on-site works;
Manage the supply of materials to the work site in collaboration with logistic department.
Reporting
Collect all information and provide written/orally reports on the progress of Water Supply and Sanitation activities on a daily and weekly basis;
Report immediately any delay, problem or other relevant information to the Water Supply & Sanitation Supervisor;
Communicate with the other sectors to homogenize the methodology and the conditions of intervention.
