Country Manager , Jordan

RESPONSIBILITIES AND TASKS   Job Responsibility #1: Strategic Direction and Program Oversight (approximate time: 35%) Management of in-field programs in consultation with the Regional Director or their designate Manage, monitor and ensure accountability and adherence to the Logical Frameworks/Project Plans/Action Plans Ensure comprehensive project monitoring and evaluation in all existing and new projects/programs Ensure timely completion and submission all narrative, quantitative, and financial reports Provide regular updates of lessons learned and best practices to the Regional Director or their designate Lead information exchange, resource sharing between projects/programs (as appropriate) Working in close collaboration with the MENA Regional Office, coordinate the development of locally appropriate technical resources and programming tools based on international resources Complete and submit reports as needed for the Jordanian government and partners Initiate recommendation-based approach to project decision-making and present recommendations to the Regional Director, MENA Develop and maintain a Country Strategic Plan with Right To Play Jordan desired impacts/outcomes, in coordination with Right To Play International Oversee the creation of, and adherence to, country operational plans and budgets Identify areas for expansion and assist with assessment visits as necessary   Job Responsibility #2: Donor Stewardship, Communication & Representation (approx. time: 25%) Serve as the main local contact for all external stakeholders Assess and engage potential partners and partnerships Ensure strong working relationships and collaborations with current and new partner organizations through regular correspondence, engagement, reporting and meetings Development of MoUs with local implementing partners and oversee implementation accordingly Promote knowledge of Right To Play's programs, mandate and values through appropriate representation of Right To Play amongst all stakeholders, potential partners and general public Represent Right To Play to donors / potential donors to secure and sustain funding, including government/institutional donors, corporate sector and foundations Develop concept papers and proposals as necessary for expansion of new programs and the continuation of existing programs, through coordinated efforts with Right To Play International in Toronto and with relevant National Offices   Job Responsibility #3: Country Operations (approximate time: 15%) Strengthen Jordan Country Office systems, processes and structures ensuring high quality operations and program implementation Provide oversight needed for effective functioning of sub-offices and field-offices in Jordan Ensure all legal operational requirements of Right To Play Jordan are met Ensure security and contingency guidelines/practices are up to date, implemented and adhered; Ensure the security of the Jordan Country team by regularly monitoring the security situation and reporting critical updates to the team, the Regional Director, MENA and Headquarters in Toronto   Job Responsibility #4:  Financial Oversight and Management (approximate time: 15%) Work closely with the Jordan Finance and Administration Officers and the Regional Financial Officer, MENA to ensure compliance with Right To Play financial policies and procedures and donor requirements Ensure implementation of and full compliance with Right To Play Financial, Administrative and Procurement policies Oversight of program spending against approved budgets and analysis of budget to actuals   Job Responsibility #5: Talent Management (approximate time: 10%) Ensure all Jordan Country team member contracts are maintained and revised regularly and meet Right To Play International and Right To Play Jordan employment and labor law standards Conduct performance reviews and appraisals of all direct reports Approve vacation, travel and absence requests of all direct reports Ensure performance reviews/appraisals, and vacation/travel/absence requests are conducted and approved for all Right To Play Jordan Country team Create/maintain systems to reasonably safeguard the overall health, welfare and security of Jordan Country team Ensure all Jordan Country team positions are filled Oversee recruitment of Jordan Country team, ensuring practices respect Right To Play Policies and Jordan labour law; Ensure orientation (and exit interviews) is provided for all Jordan Country team, including a clear understanding of the Child Protection Policy and relevant processes Ensure effective Jordan Country team capacity building processes are in place EXPERIENCE Required (must have):       7 to 10 years of progressively responsible project management experience in humanitarian assistance, rehabilitation, or development programs, including operational (financial and administrative) and field experience in project development   Desired (asset): Experience working in Child Protection Experience working in the Education Sector Experience in writing project proposals and reports, and managing and monitoring a program budget; knowledge of project cycle management Previous work experience in Jordan as well as experience in projects focusing on the inclusive programming      COMPETENCIES / PERSONAL ATTRIBUTES Required (must have): Willingness to travel domestically, regionally and internationally Knowledge of Jordan and the Palestinian and Syrian refugee situations Excellent operational, organizational and communication skills and the ability to work harmoniously with colleagues, staff, and volunteers from diverse backgrounds Ability to provide professional leadership and guidance to Country team Ability to lead, guide, coordinate, and facilitate strategic planning processes and establish short and long-term goals within program areas  KNOWLEDGE AND TECHNICAL SKILLS: Required (must have): Computer literacy in Word, Excel, Power Point and Outlook, as well as the Internet Fluency in Arabic and English is mandatory   Desired (asset): Knowledge in Microsoft Access is an asset
