Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa: ROLE PURPOSE: (this role is dependent on funding) Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon and Jordan has been increasing daily. The influx of Syrians has created labor competition, decreasing daily wages and reducing the number of days work each household is able to access. This has resulted in less purchasing power for both Syrians and Lebanese. Additionally, rent prices have increased and many food prices have increased as a result of border closures. The combination of decreased income and increased cost of essential expenditure is causing many households to engage in negative coping strategies, such as sending children to work, depleting assets and savings and taking debt. While delivering humanitarian assistance programs to address these needs, Save the Children is also focused on supporting the local economy. Border closures have interrupted the supply of Syrian goods, but Lebanese equivalents are available. As markets continue to function and traders struggle with decreased purchasing power in communities, Save the Children will aim to use cash and vouchers as a mechanism for assistance. Save the Children will distribute winterization NFIs via vouchers. In addition, food and shelter kits may also be distributed via vouchers. Save the Children is scaling up its emergency response in Food Security and requires an FSL Officer to ensure smooth implementation of activities. This position is dependent on funding. KEY AREAS OF ACCOUNTABILITY:   Prepare weekly and monthly      work plans and ensure the FSL assistants follow the plans Assist with the training      of the FSL Assistants to ensure they have solid understanding of key      programme documents and tools, including M&E questionnaires Actively participate in the      collection and analysis of information used to determine vulnerability, and      create transparent targeting criteria Organize beneficiary      registration and distributions in collaboration with communities Organize and conduct      trainings for all programme beneficiaries (including traders and      households) Organize and assist in      data collection and analysis for beneficiary and community selection, as      well as for monitoring and evaluation Contribute to data entry,      as needed Support local market      assessments to determine supply of essential goods Work with      logistics/procurement and programming staff to develop trader selection      procedures for voucher programming; and contribute to the identification      of suppliers for voucher programmes, through fair and transparent      processes Produce timely      reports for      internal use on the status of on-going programming Act as a liaison between      communities and the Save the Children office; maintain good relationships      with beneficiaries and local leaders/authorities; and represent Save the      Children while in the field Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE   Degree in Economics,      Finance, International Relations, Development studies or similar field Minimum 2 years of      experience in development programs, preferably working in food security      and & livelihoods, and with experience in cash/voucher activities Experience in managing      a team Good time management      skills Experience in data      collection Experience in field      work and community mobilization; and in training groups of beneficiaries Fluency in written and spoken Arabic and      English Computer skills (especially      Excel) Strength in interpersonal, communication and      presentation skills Flexibility      and willingness to change work practices and hours, and capability to work      in insecure environment  Available to travel in      country   Recommended knowledge and experience: Cash and voucher      programming Food Security &      Livelihoods in emergencies Familiarity with refugee communities in country of operation
