Chief Field Health Programme   Location Lebanon Field Office Type of Appointment Fixed Term – Three Years Deadline for Application 21 May 2013 Vacancy Announcement Number 18/2013 Grade 20 Department/Division Health Department   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent:   (A)     Directs and supervises the Agency’s Health Programme in the Field to ensure that medical care services, disease prevention and control, family health, mental health, oral health, laboratory, pharmaceutical, physical rehabilitation, hospital services and health information system are in line with the family health team approach; (B)     Establishes and maintains a positive relationship with the host government and non-governmental health and UN institutions on health matters in order to ensure a healthy and safe environment for UNRWA’s stakeholders; (C)     Oversees administrative matters pertaining to the Health Programme in the Field including personnel, budget and expenditure control to ensure the smooth and continuous flow of health operations and services; (D)     Directs multi-sector activities with the other departments in the Fields to ensure activities are correlated efficiently; (E)     Ensures coordination with local universities on health-related training activities to maintain continuous improvements on the health services provided by UNRWA; (F)      Oversees the implementation of health projects in coordination with the Field Construction and Engineering Department or Field Infrastructure and Camp improvement Programme (as applicable) and project management with the External Relations and Communications Department; (G)     Performs such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional i)        A University degree in medicine from a recognized university; ii)      Post-graduate degree in public health.   (B)   Experience At least ten years professional working experience in public health systems of which five years should have been in a supervisory health position.   (C)  Language         Excellent command of written and spoken English and Arabic.   (D)  Competencies i)        Excellent communication, interpersonal, negotiation and listening skills; ability to present data and information in a clear and constructive way; ii)      Promotes and maintains a conducive team environment. Very good supervisory skills; iii)     Acts in accordance with the profession’s ethics and values; respects and promotes individual and cultural differences; iv)     Transfers knowledge and takes initiative; v)       Ability to work under pressure and make sound judgments;   DESIRABLE QUALIFICATIONS A degree in Family Medicine Specialty.   ADDITIONAL INFORMATION The incumbent may be required to travel frequently in the Agency‘s area of operations.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 3,188,744.- PLUS 66.39% SOA (Special Occupational Allowance) Contract Duration: Fixed term-Three years Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Short-listed candidates who fully meet the required criteria shall undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
