CISP is recruiting a Field Officer to be involved in the implementation of a project in support to Syrian Refugees in South Lebanon, Districts of Nabatiyé, Bint Jbail, Marjaayoun , Hasbaya and Tyre.
The project’s plan includes distribution of Non Food Items (NFI), winterization kits, shelter repairs and assessments.
Living in Marjayoun or Hasbaya will be an advantage.
Main areas of responsibility (in coordination with CISP Project Manager):
Organization, implementation and follow up of activities in the area of competence
Support to the Management during procurement
Coordination, support and monitoring of outreach workers charged with specific duties (i.e. field assessments, distribution) in his area of competence and liaison between them and the base office in Tyre
Contact to and co-operation with relevant local authorities.
Specific duties:
1) Organization, implementation and follow up of activities:
a) Make the necessary arrangements to successfully implement the activities (i.e. inform the concerned parts, organize places, make plans, prepare specific messages to be sent to beneficiaries)
b) Be present during implementation actively working and, if the case, monitoring outreach workers charged with specific duties
c) Caring to collect all needed evidences of implementation and participation (i.e. preparing in advance attendance sheets for outreach workers, presence sheets for participants to training, receipt sheets for distributions and caring that all of them will be duly filled and signed by the concerned persons)
2) Support to the Management during procurement
a) Identify suppliers for different goods, filling a sheet for each of them listing goods they might supply, data of the firm, representative and contacts in case they might be interested in answering to calls for offers and for bids
b) Dealing with suppliers during the procurement phase, especially for what concerns language to be used during procurement and compliance with formats requested;
c) Support during discussion of contracts
d) Handling documents to be signed and payments
3) Coordination, support and monitoring of outreach workers
a) Monitor the outreach worker charged of field assessment meeting them regularly and collecting questionnaires filled to be sent to data entry
b) Facilitate the meeting of the outreach workers with the Expert charged for data entry and analysis every time it is needed
c) Monitor the outreach workers charged to assist himself during distributions
d) Collecting all relevant documents connected with distributions
4) Contact to and co-operation with relevant local authorities
a) He/she will liaise the project with all concerned local authorities, introducing the project and organizing meetings (when needed) with the Project Coordinator or CISP higher level officers.
b) He/she will assist the Project Coordinator and/or any other CISP expatriate officer during the meetings translating documents and interpreting (when necessary) for a correct interaction.
5) Other:
a) Other duties as may be assigned by the Project Coordinator according to project needs and reputed by the management in line with the profile of the Field Officer.
Qualifications and skills:
University Degree supported by specific working experience in social field
Minimum 3 years of experience in social work
Good computer skills
Very good knowledge of English and Arabic languages, both oral and written
Valid Driving License and ability to drive both automatic/manual cars
Previous experience in working with national/international NGOs is an advantage
Personal qualities:
Ability to work both independently and as a team member
Excellent communications skills
Ability to work in different cultural environments
Willingness to expand further his competences and learning new approaches and methodologies of work
Knowledge of his limits and willingness to surpass them
