Project Manager – Camp Infrastructure Rehabilitation Project   Location Lebanon Field Office Type of Appointment Contractor Deadline for Application 10 April 2013 Vacancy Announcement Number 973/2013 Department/Division Field Infrastructure &CampImprovementProgramme    MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the incumbent will supervise the rehabilitation of Infrastructure Project in Ein El-Hilweh camp (Palestine Refugee Camp inLebanon). In specific, the incumbent will:   (A)     Generally plans, directs and coordinates activities of the project ensuring that goals and objectives are accomplished within a prescribe time frame, funding parameters, and UNRWA rules and standards. Providing technical and managerial oversight, problem-solving, and coordinating activities with stokeholds; to ensure continuity of operations and efficient performance of project personnel; (B)     Specifically, reviewing all project documentation with regards to schedule, budget and organization; developing project implementation plan and updating it regularly to ensure that UNRWA rules and regulations on technical matters as related to the project are applied; (C)     Supervision of the construction component of the project, including sewerage, drainage & water supply systems, roads and other social infrastructure projects monitoring progress and adherence to standards; (D)     Management of the tendering and pre-qualification process, and preparation of detailed analysis of the submitted bids; (E)     Checking and clearance of measurements and payments to the construction contractor(s) and consultants (if any); (F)     Preparing technical, financial, progress and any; such related reports and information as may be required by the Agency or the donor. Particularly; detailed time schedules, cost and financing schedules, financial forecast; (G)    Contributing to UNRWA and donor monthly progress reports; reports will show in summary results and progress made on physical achievements and expenditures over time; (H)     Preparing a list of goods and services to be financed for by the Financial Contribution in accordance with relevant donor’s agreement and UNRWA procedures; (I)        Revising variation orders and taking action in accordance with UNRWA procedures; (J)      Checking and following-up the schedule of works/phasing prepared by the contractor(s) and other consultants working under her/his supervision; (K)     Developing and maintaining effective relations with internal and external project stakeholders, the local authorities, the local camp authorities and NGOs for the advancement of the project; (L)      Preparing and implementing risk management plans; (M)    Preparing and implementing communication plans; (N)     Adopting a participatory planning methodology during the project cycle, and supervising of the community participatory component; (O)    Ensuring safety measures are adopted during project implementation; (P)     Coordinating with donors as may deem necessary through the Donor Relation Unit; (Q)    Writing project proposals; (R)     Direction, coordinating, assigning tasks, and evaluating performance of project personnel; (S)     Performing other duties as may be required.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional        A university degree in Civil Engineering   (B)   Experience i)        Five years of progressively responsible professional work experience at national levels in construction, at least three years of which have been in a supervisory post; experience in infrastructure is preferred; ii)      Project management experience and knowledge; iii)     Two years of program management, monitoring and evaluation or in related fields; iv)     Preferred experience in community-driven participatory planning; v)       Proven experience in report writing; vi)     Possession of a valid driving license.   (C)   Language        Excellent command of written and spoken English and Arabic.   (D)   Skills and Competencies i)        Knowledge of participatory planning methodologies; ii)      Project management skills, particularly skills in contract administration, risk management, people management and communications management; iii)     Advanced computer skills; iv)     Data analysis skills; v)       Report writing skills, vi)     Budget management and cost control; vii)    Administration skills; viii)  Earned value analysis skills.   CONDITIONS OF SERVICE Salary: Monthly salary (full package inclusive of all entitlements) USD $2,500.- Contract Duration: 12 months (Extendable) Working Schedule: from Monday through Saturday   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
