Conflict Management Program Manager

ESSENTIAL JOB FUNCTIONS: Programme Implementation: Provide leadership and strategic vision in all aspects of programme implementation, development and management; Ensure that programme implementation is responsive to country needs, and aligned with Mercy Corps principles, values and strategic plan. Work closely with regional Conflict Management Advisor for technical support on community mapping, conflict assessment, conflict management training material, and utilizing other relevant conflict management tools and instruments for project direction and implementation. Work with Expert Trainer and Senior Lebanese Mediators to provide mediation training and provide follow-up support to those trained as they apply these skills. In coordination with local partners, conduct periodic risk assessments and update implementation plan accordingly. Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Coordinate with finance department to ensure programme expenditures are properly projected and accounted for. Insuring the achievement of the planned impact. Lead discussions with partners and community on existing conflict dynamics. Familiarity with conflict analysis and Do No Harm approaches is desirable.   Monitoring & Evaluation (M&E) and Reporting: Work with Senior Conflict TSU Advisor to conduct baseline/endline surveys of the programme activities. Conduct regular monitoring of programme activities and work with local partners to update implementation plan as required. Facilitate the achievement of programme targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the programme in a timely and efficient manner. Work with Conflict Management Advisor to ensure that M&E reports focus on assisting the programme to generate practical information that can be used for ongoing programme decision-making while also capturing results at the impact level. Ensure the achievement of planned results with a focus on lessons learned to be used for the design of a follow-on BBCDDR project. Lead in coordination with TSU and local partners assessments and conflict mapping.   Coordination and Representation: Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Country/Deputy Country Director.  Coordinate activities with partners, local government and other stakeholders, with other Mercy Corps programmes, and the Conflict Management TSU.   Partner Management, Professional Development and Team building: Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Supervise the work of the partner and ensure the integration of partners into relevant decision-making.   Work with regional conflict focal point to develop regional proposals.   New Initiatives: In coordination with the Country/Deputy Country Director, Regional Programme Director, HQ CM TSU team and other relevant personnel and counterparts, play an active role in identifying new initiatives that foster and/or improve the strategic objectives of the country office, whether utilizing existing resources or requiring programme/project development. Special attention in the coming year will be paid to securing funding for an expansion/evolution of the current grant.   KNOWLEDGE AND EXPERIENCE:  MA/S or equivalent in social science, management, international development or other relevant field. Three to five years of experience in a management position. Strong understanding of EC compliance issues. Strong management and communication skills, with good understanding of relevant cross-cultural issues. Positive, respectful attitude and collaborative approach to problem solving. Demonstrated attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members. Extensive experience managing conflict management, conflict resolution or peace-building programmes. Strong written and oral communication skills in English, including report development, writing and editing. Significant knowledge and understanding of the current political, economic, cultural and historical context of Tripoli. Prior experience working in Tripoli strongly preferred.
