Distribution Project Officer

Reporting to: Distribution Program Manager NGO PRESENTATION   Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.   Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   HI has been present in theMiddle Eastsince 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.      MISSION CONTEXT   Following the yearlong crisis in theSyrianArabRepublic, that has caused the displacement of civilians inTurkey,LebanonandJordan, Handicap International is implementing projects inLebanonandJordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. InLebanonas well as inJordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. InLebanon, the targeted areas are the northernBekaaValleyandTripoli, whereas inJordan, the targeted area is the northern region closed to the boarder.   In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period. In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North.    ACCOUNATBILITIES   Under the direct responsibility of the distribution project manager, you will be responsible for : 1. Liaison with local and international stakeholders, authorities and conflict affected families   - At field and coordination level, after validation of distribution PM, meet on regular basis the different stakeholders (INGO and local associations, religious leaders, authorities and conflict affected families) as per needed - Participate to maintain a strong network in the area of operation - In link with the outreach project officer, complete a detailed mapping of the network and the operational contacts - In link with the outreach project officer, identify the relevant location and system for distribution 2. Distribution system and implementation - Under distribution PM responsibility, ensure a strong and efficient distribution system at internal and external level - Ensure list of distribution are properly filled and dispatched, in link with data officer - Organize the link between logistic department and distribution team for items preparation - Organize the link between logistic department and distribution team for transportation of goods - Prepare the schedule of distribution and the itineraries - Organize, with local actors if needed, the dailys distribution - In charge to organize safe and secure distribution - Coordinate with the DVFP project officer(s) and team to ensure a strong zonal approach 3. Organization of the team work   - Responsible for the planning of the team on the field : organization of the weekly planning of activities of the team, taking into account the link with outreach team, DVFP teams, and the objectives given by distribution PM - Transmission of the weekly planning and the associate movement plan every week to the project manager - Animation and organization of the team meetings 4. Participate in the analysis and reporting of basic needs issues in the refugee population and the humanitarian context   - In formal and informal meetings, participate to a qualitative analysis of the different kinds of issues related to basic needs, and specific needs in link with DVFP - Participate to report with the tools and the internal system all issues identified - Be part of a constructive holistic team work to develop a very qualitative analysis and response for the most vulnerable persons including people with disabilities - Make proposition to distribution PM on strategy of action to ensure a quality response to the refugees needs 5. Ensure the work quality of your team and the network of distribution:   - Under distribution PM responsibility, ensure that distribution system is efficient and fair - Organize and participate to regular field visits - Ensure distribution are safe and in respect with humanitarian procedures and policies - Organize training/refreshment when needed 6. Reporting:   - Ensure data of distribution are transferred to database officer - Send weekly reports to distribution PM - Send every weeks all the reporting tools used and updated during the week - Send any other report upon distribution PM request - Report any constraints or problems faced with the team and external actors before taking any action - Report without any delay any security issue 7. Representation to coordination meeting :   - On delegation of the project manager: Participate to the humanitarian coordination meetings if relevant Bilateral meeting with international and national stakeholders      8. Administrative and logistic activities - Provide administrative and logistic support to the project manager upon request - Follow with logistic department on all project concern: procurement of the goods, stock management, transportation - Follow on his team as line manager, including appraisal, reporting HR issues (…)     THE CANDIDATE’S REQUIREMENTS (include various soft skills & language skills)   KNOWLEDGE Mandatory : Distribution Community work   Preferable : Protection Logistic   SKILLS Strong planification/organization skills Good communication and listening skills Diplomacy Excellent computers skills (Pack Office) Excelent reporting skills (English)   LANGUAGES Arabic English French is an asset   PERSONAL QUALITIES Adaptation to specific working conditions Sense of relationship and responsability Capacity to work in team and autonomously Capacity to work in an multidisciplinary and multicultural team Capacity to support high workload Flexibility and availability Dynamism, high level of motivation Interest for humanitarian work Willingness to learn new skills and/or approaches Good capacity to interact with members of the team and different communities Proactive and sense of initiatives Common sense   EXPERIENCES    Mandatory : NGO working experience Community work or related in Bekaa   Experience in distribution, logistic is a strong asset   Years of experience: 1 year at least
