IMC Lebanon is seeking a Program Coordinator to work closely with its program departments. The Coordinator will manage new program development in conjunction with the heads of department while working closely with the Country Director (CD). The IMC program is expanding rapidly and currently covers the Syrian refugee influx to Lebanon. Though based in Beirut, the role will involve regular travel to the field sites - Bekka, North, South to ensure proper follow up. Representation at coordination meetings and with key stakeholders is a mainstay of the role as is regular contact with IMC HQ. The Program Coordinator will be responsible for supporting the development and maintenance of International Medical Corps Lebanon Program structure and ensuring that it reflects the needs of the country program and strategy. He/she will be responsible for new program development as defined by the CD and implementation of programs including tracking, monitoring and evaluation. In addition, the successful candidate will be part of IMC Lebanon Senior Management Team and work closely with the Medical Coordinator, Mental Health and Psychosocial Coordinator and the relevant managers dedicated to the different grants.
ESSENTIAL RESPONSIBILITIES
1. Capacity building/Organization development
• Build the capacity of program information managers on report preparation and technical writing skills.
• Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, and tools for evaluation.
• Ensure organizational and programmatic learning across the country program.
2. Monitoring and Evaluation
In liaison with program departments and with support from others where necessary :
• Develop systems and standards for regular assessment and monitoring to ensure timely and effective implementation as measured against objectives and indicators.
• Lead in design of data collection including analysis and reporting on data to highlight program impact.
• Lead in the design and execution of surveys, field based research to generate quality reports to inform project design and improve effectiveness of programs.
• In coordination with program departments, gather project information for the preparation of reports.
• Assist the field teams in collecting, analyzing, presenting and storing data and in achieving the deliverables of the various programs, and the use of data in decision-making at field level.
3. Grants Management
• In coordination with the IMC Lebanon team, monitor grant budgets to ensure compliance with donor requirements.
• Ensure regular inputs for the grants management process and compliance with all IMC and donor regulations by reviewing all technical reports prepared by technical field staff and program technical advisors.
• Ensure program compliance with internal control procedures; ensure grant opening meetings and grant closing meetings are held for all grants and that the resulting action plan per participant is followed-up with all staff involved.
4. Program Development
• In coordination with the Country Director and the team, ensure the development of new program opportunities are in line with IMC’s Mission Statement and IMC’s Strategic Country Plan.
• Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights.
5. Program Management
• Ensure effective and qualitative program cycle management for the programs in IMC Lebanon.
• Ensure that all IMC program interventions are in line with IMC policies, donor requirements and generally accepted international humanitarian/development standards/ guidelines (e.g., SPHERE, WHO, UNHCR and National standards and protocols).
• Work with the Technical Country Program staff and field officers to ensure adequate support is provided to the field implementing teams.
6. Representation & Management
• Represent the CD at relevant coordination meetings and forums as required and provide cover for the latter when necessary.
Qualification/ Skills:
Essential requirements (only those who meet essential requirements are encouraged to apply)
1. Demonstrable field knowledge and experience in monitoring and evaluation of programs including designing and implementing surveys.
2. Strong knowledge and experience of at least the following donors: BPRM (USG), UNHCR, EU, et al.
3. Minimum of 3 years international experience in a supervisory/management role within INGOs settings or equivalent.
5. Experience in building staff capacity especially in technical report writing including report preparation.
7. Relevant Master’s Degree, particularly in grants management, monitoring and evaluation, project cycle management, International Development and organization development
8. Excellent communication skills including the ability to write clear and useful reports; effective people skills (team-work, collaboration, flexible and sensitive to cultural differences) ; the ability to work independently with minimum supervision, manage the available time and resources and to work to tight deadlines.
9. An excellent command of verbal and written English and Arabic
