·Under the direct supervision of the Logistician Officer , you you will be responsible for the global management of the Halba/Jdeiddeh office in term of Fleet management, purchase, stock management and general Logistics management.
Your tasks will inlcude (amongst others):
·Provide logistics support and advice to Program staff in order to ensure a smooth program implementation.
·Improve if needed the processes (purchases, stock management, movement, planning…), and ensure their application.
·Recruit and develop skills and capacities of your team
·Ensure the daily management of your team, and be aware of their personal and professional evolution within the mission
·Collect quotations and order purchases upon the Logistician Officer’s request
·Check the quality of the purchase and ensure all the necessary information are available while respecting HI procedueres ;
·Ensure a good communication with the program managers at all the level of the purchase process
·Make regular inventories match with the theorical stock for the different items stored within the mission and ensure it is spread to the programs while respecting HI store management procedures
·Crosscheck regularly the data between deliveries from warehouse and programs data (donation certificates) in close relation with the assistant log data management
·Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affectation, equipment files)
·Ensure the respect of HI vehicle management procedure; log books, use of the vehicles in your base
·Supervise the general follow up of the emergency operations vehicles of your base (consumption checks, movement planning, movement tracking, etc.)
·Handle transport contract negotiation with suppliers and follow up, as well as fuel supply contract with fuel stations
·Ensure that fuel consumption report is done regularly, crosscheck the data
·Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.)
·Train the staff under your authority
·Provide the line manager a weekly activity report and forecast (Procurement, Stock, Assets) if requested.
·Report to the line manager any eventual incident in and around the working area.
THE CANDIDATE’S REQUIREMENTS
-2 or 3 years of previous experience in humanitarian context (preferably in emergency) are required.
-Previous experience in NGO is a plus.
-Basic knowledge of stock management, fleet management, purchase management, team management are required.
-Language skills: Arabic & English (speaking & writing). French is a plus.
-A valid driving permit
-Be rigorous, calm and polite
-Be a good and polite negotiator
-Good networking capacities.
-Knowledge in computers (Excel required, Microsoft Office)
-The ability to integrate completely in the heart of a multi-disciplinary team.
