Protection Coordinator   Location Lebanon Field Office Type of Appointment Contractor Deadline for Application 30 December 2012 Vacancy Announcement Number 935/2012 Department/Division Director’s Office - Protection Unit   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the Project Engineer is responsible for: (A)     Track and coordinate Monitoring & Reporting Officer Beqaa and Registration Assistants and Protection & Coordination Associate teams to ensure adequate coverage ofLebanonfield by teams and timely flow of information from the field to Lebanon Field Office (LFO) (B)     Collate and analyze reports of protection concerns of Palestine Refugees from Syria (PRS) from the field to identify trends and coordinate with Field Protection Officer the development of appropriate responses (C)     Ensure coherence in dissemination and communication of response and track implementation across all areas; (D)     Monitor the provision of UNRWA services to PRS and follow up internally on cases where service provision has been lacking. (E)     In coordination with the Emergency Coordination Officer, identify stakeholders and partners for referral mechanisms and establish and reinforce referral pathways (including SOPs) to meet both protection concerns and service provision (F)      Responsible for drafting content of communications materials advising PRS and the community of the rights and services available to PRS (G)     Represent UNRWA in interagency protection meetings, liaising with relevant stakeholders to map service provision and protection responses, identify gaps in service provision and protection response and design responses and referrals. (H)     Communicate to external stakeholders information on assistance provision etc (I)        Monitor case management of serious protection cases (J)       Write donor reports (K)     Perform regular audit of the PRS database to ensure data is being entered correctly and coherently by registration team (L)      Reporting audit findings to LFO (M)    Acting as key liaison between Emergency Coordinator Officer and FPO (N)     Prepare presentation of test cases for intervention with appropriate authorities   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional A university degree or equivalent training in political science, sociology, law, international law/international studies and/or relations, public administration, journalism or related area   (B)   Experience i)        Two-three years of relevant work experience in humanitarian affairs, inter-agency coordination or refugee/IDP affairs in a UN agency, international non-governmental organizations, or human rights organisation.  ii)      Demonstrated experience with protection issues in an emergency setting   (D)   Skills and Competencies i)        A commitment to UN values of non-discrimination on the basis of race, gender, economic status, or religion ii)      Ability to work under pressure in challenging conditions iii)     Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with staff and partners remotely; iv)     Excellent analytical skills, in particular the ability to evaluate information from a variety of sources and identify trends of a humanitarian and protection dimension; v)       Demonstrated ability to prioritize activities and to adjust priorities in light of changing events vi)     Excellent understanding of UNRWA’s policies and activities related to PRS and of core protection principles vii)    Excellent communication skills including an ability to represent and clearly articulate UNRWA position in meetings with external interlocutors viii)  Ability to identify information gaps and formulate and draft in English key messages for communication materials for PRS and stakeholders; ix)    Politically aware while remaining impartial and discreet at all times; x)      Ability to work flexible hours and as part of a team; xi)    Proven computer literacy, including demonstrated working knowledge of information management   DESIRABLE QUALIFICATION i)        Advanced degree in one of the academic disciplines mentioned above (Academic & Professional); ii)      Experience working in the Field iii)     Knowledge of UNRWA’s operations inLebanon. iv)     Experience of creating and maintaining reporting systems v)       Working knowledge of Arabic   CONDITIONS OF SERVICE Salary: Monthly salary (full package) USD $2,500.- Contract Duration: Six Months (Renewable depending on funding Availability)   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   GENERAL INFORMATION UNRWA is an equal opportunity employer and welcomes applications equally from men and women.
