Consultant Trainer

  TERMS OF REFERENCE   Training on DPOs Mandates, Mobilization for self representation and UNCRPD   “Strengthening the role of the disability movement in promoting the rights of marginalized Persons with disabilities in Lebanon” Funded by the European Union and the Agence Francaise pour le Developpement     1- Background The “Strengthening the role of the disability movement in promoting the rights of marginalized Persons with disabilities in Lebanon” project is a Handicap International project, funded by the European Union and the Agence Française de Developpement. The project is implemented in partnership with the Lebanese Physical Handicapped Union (LPHU), the Lebanese Association for Self Advocacy-LASA and the Youth Association of the Blind (YAB) and covers the period April 2012 - March 2014.Based on the needs, this project developed two main Expected results aiming to achieve:   Global objective: Lebanese authorities are held accountable by disability movement of the rights of all Persons with Disabilities (PwDs) in Lebanon following the national response made to the Universal Periodic Review's (UPR) recommendations Specific objective: The disability movement's advocacy on the rights of PwDs towards local and national authorities demonstrates comprehensiveness by including needs and demands of marginalized PwDs living in Lebanon     2- Description of the required service provision   As one of its objectives, the project aims at building the capacity and develops a short term action plan with the Palestinian disability forum (PDF). Within that framework, HI is going to implement a training on DPOs mandates, mobilization for self representation. The training aims to ensure that trainees have better understanding on DPOs mandates and the mobilization process for self representation. Furthermore, organization participating to the training will acquire knowledge in order to later strengthen their representativeness of PwDs, enabling it to promote the rights based self-advocacy approach to PwDs issues. Finally this training (in addition to another session of trainings) will constitute the base to build on the coaching action plan with PDF and help at producing awareness materials that will be used in local campaign.   Specific Objectives of Trainer   Objective I: Design and develop training materials for the training module on DPOS mandates, Mobilization for self representation and UNCRPD     In coordination, and collaboration with the HI TA, the trainer will build the training materials; the training material shall address sufficiently the main and core concepts and skills related to the three topics mentioned above. The trainer will develop the training content and materials in collaboration with HI technical advisor. HI technical advisor will brief the trainer on the relevant element of the post-training need assessment carried by HI team.   Objective II: provide training for 17 members of PDF, 2 ROC coordinators and 5 PwDs on DPOs mandates, Mobilization of PwDs for self representation and UNCRPD. By the end of the training the trainer will ensure that the trainees will gain a basic knowledge of: -          The international human rights framework, in particular, the Convention on the Rights of Persons with Disabilities (CRPD) -          DPO main criteria/principles… -          Difference between DPOs and service providers -          Right Based Approach: concepts and implementation -          Mobilization for self representation of PwDs: what is mobilization? Why? Mobilization cycle (main steps)?   Objective III: The trainer will carry out a post assessment after the training on the same topics.   Objective IV: based on delivered content, the trainers will propose education materials designed to promote rights of PWDs and DPOs mandate.     3- Trainer’s profile Extensive working experience in conducting trainings He/she has skills in developing training contents, analytical and informative materials Good knowledge of the disability movement in Lebanon and work experience in the field of disability. Good social and communication skills, able to respect confidentiality. Expert  in Human Rights issues, DPOs mandates and mobilization for self representation Ability to work to deadlines Familiar with the Palestinian context in Lebanon, especially the situation of Persons with disability there.   4- Training duration and location   ØDate: January 2014: ØWorking day: number of working  days according to the requested work load and within the proposed mission time:   Number of working days Task 1day Preparation 2days Conducting training  1 day Reporting 1 day Proposition of content for education materials     ØTraining location: (TO BE SPECIFIED)     5-Report Number of Reports: one report required on the training:   The report should include: •Summary of the training •Discussion on the input, and output of the training. •Results of the training (impact on the trainees). •Conclusion. •Recommendations     Submission: The report due with 3 working day after the end of the training .   Language: The training material should be in Arabic. The report can be in Arabic with an executive summary in English (or vice versa).   Within the framework of the training, the trainer will work in close cooperation with both the project manager and technical advisor.   6- Budget Interested trainers are requested to send a quotation with their application
