Terms of Reference   Conducting an Assessment for World Vision Lebanon Child Sponsorship program     BACKGROUND   What is Child Sponsorship?   Promoting the well-being of children:   World Vision works with children, families, communities and sponsors all over the world to improve the well-being of children. We believe that the best way to help children is to work with them, together with their families and communities, to make changes that last.Child sponsorship builds relationships between children, their families, sponsors and World Vision staff. Each person in this relationship improves life for the others by sharing resources, hope and experiences in overcoming poverty through child-focused development programs.   How does Child Sponsorship work?   Child sponsorship establishes a relationship between a sponsor and a child in a way that personalizes the challenges of poverty and development. The sponsor makes a direct contribution to the community's goal of improving life for the child.Sponsors’ contributions help in improving the well being of children through community development and advocacy programs. Sponsored children participate and benefit from these programs. Sponsors receive regular progress updates through letters and pictures sent by the sponsored children.   Sponsorship 2.0 In June 2012, World Vision adopted a new approach of implementing child sponsorship program by relying on innovative communication techniques between the sponsor and the child. Thus, Sponsorship 2.0 will focus on advancing the partnership-wide movement of change towards increased and enriched connections between children, communities and supporters. The vision is to amplify child and community voices and create a mutually transformational experience that contributes towards the sustained well-being of children.   Before the implementation of the Child Sponsorship 2.0, World Vision will undertake an assessment of the perception and acceptance of parents, stakeholders and children of the changes incurred by the new approach which includes but is not limited to interactive communication between the sponsor and the sponsored child via the web, child greeting videos and community photo albums.   THE PURPOSE OF ASSESSMENT   The primary purpose of the assessment is to explore the community’s understanding and acceptance of Child Sponsorship 2.0. The target population involves partners, parents and sponsored children in 10 Area Development Programs that are present in Marjeyoun, Akkar, Becharreh, Beirut, and Bekaa.   The assessment will be conducted using tools that meet the minimum quality standards for assessment from WV Design, Monitoring, and Evaluation (DME) guidelines and politics. The assessment will be used to gather the data required for WVL and the communities and partners it works with to reach an agreement on what works best for both the communities where World Vision Lebanon (WVL) and World Vision International requirements.   Tentatively, the assessment will be looking at: Review of World Vision’s documents related to Child Sponsorship and World Vision’s programmatic approach An in depth assessment of the perception of children, parents, community members, school representative, casual workers of Child Sponsorship in defined programs with relevant partners An in dept assessment of the acceptance of sponsorship 2.0 by the above mentioned stakeholders   ASSESSMENT METHOD   The assessment method should be participatory and involve as many stakeholders as possible. Data collection methods may include interviewing key stakeholders, focus group discussions and general observations.   In the preparation of the final report, the assessment consultant is requested to provide the reader with a detailed description of the methodology and accurate sources of the information and conclusions.  In fact, all findings and statements must be backed by existing data and/or data based on approved methodology for sampling, data collection, and analysis.   The consultant is expected to perform the following tasks:   –        Review relevant literature and World Vision’s documents –        Develop assessment methodology and implementation plan. These should be shared with and approved by WV DME manager, Ops Director and sponsorship manager. –        Implement agreed on assessment plan –        Provide weekly feedback –        Present main findings of the assessment to WVL team –        Draft the assessment report and submit to WVL for feedback. –        Prepare the final assessment report in view of the feedback on the draft report.   CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences: –        Advanced knowledge in social sciences and qualitative research methodologies –        Good analytical and critical thinking –        Proven knowledge and experience in applying participatory research methods and tools –        Excellent spoken Arabic and written English    EXPECTED OUTPUTS   1.   Assessment report in English (As per the WV Assessment Report Guidelines) 2.   A power point presentation in English including methodology, main findings and recommendations   TIMELINE WITH DELIVERABLES   Approximate start date: January 7, 2013 Expected end date: February 15, 2013   Deliverable Timeline Review relevant literature and World Vision’s document Develop assessment methodology and implementation plan. 1 week Implement agreed assessment plan Present main findings of the assessment to WVL team 3 weeks Draft the assessment report and submit to WVL for feedback 1 week Prepare the final assessment report and PPT in view of the feedback on the draft report.
