          JOB ANNOUNCEMENT Accountant  About IOCC IOCC is a US-based international relief and development agency established in 1992. IOCC has a decade of experience working in Lebanon implementing community-driven programs that address a broad range of social issues, from relief to community development and education.   Title: Accountant Summary The Accountant prime responsibility is to assist the Financial Manager in applying accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements, and ensure appropriate accounting control procedures. Key duties include processing payables and expenses reports, maintaining books of accounts, processing payroll; including all required postings, reviewing of vendor statements, issuance of checks, and bank reconciliations.  Essential functions include [but are not limited to]: Prepare, verify, and post daily journal entries and transactions: income, expenses, bank deposits, transfers, as provided in the approved budgets, and ensure that proper authorization is obtained for all disbursement and that proper financial documents are used. Prepare pay slips and remittances for payments. Prepare payroll computation, including all required withholdings and payroll and deduction register, and enter corresponding journal entries. Assist in the preparation of monthly closing procedures including banks reconciliation, cash counts, and advances reconciliations of other country offices. Check accounting records, financial statements / reports from other field offices to assess accuracy completeness and conformance to reporting and procedural standards. Maintain all necessary records and documentation of transactions and payments. Maintain efficient, proper, and transparent financial filing system of all documents related to finance: contracts with contractors, vendors, suppliers, bids, etc., agreements, and documents related to staff: contracts, time sheets, leave request, etc. Review, monitor, and follow up on all staff time sheets, mileage, expenses, leave requests, insurance, and National Social Security Fund (NSSF) subscriptions. Assist the Finance Manager in an effective and efficient way and replace him/her when needed and in his/her absence. Import submissions of monthly transactions from field offices into the accounting system and maintain them in a monthly retrieval system; wire posting activity by the end of each month and posting any adjustment entries.  Assist the Office Manager in procurement efforts for the office. Assist all other program departments in monitoring and reviewing their activities. Perform other duties as required.   Qualifications and Requirements:   Knowledge and Skills: Knowledge of accepted accounting practices, principles and procedures, reconciliation methodologies, filing systems, proficiency in MS office products, advanced MS Excel user preferred, and ability to work with standard accounting packages (Dolphin, Financial Edge) and strong spreadsheet skills.   Competencies: Attention to detail and accuracy, information and task monitoring, planning and organizing, self-starter who requires minimum supervision and ready to work under pressure and stress tolerance.   Education:  High School diploma; college degree or special training in accounting classes preferred.
