Job Purpose
The post holder will be solely responsible for the implementation of Alert’s component of a project which focuses on facilitating local, regional and national level consultation and policy formulation through an iterative research and dialogue process. The project will be implemented alongside the Permanent Peace Movement. The post-holder will also play an active role in supporting Alert’s Lebanon country programme to achieve its strategic goals in the areas of knowledge production, knowledge management, and programme development, particularly as they relate to dialogue, policy formulation and advocacy.
Duties and Responsibilities
Project Implementation and Management
- Take the overall responsibility to manage and implement activities relating to Alert’s component of the project and support partner organisation;
- Work in a team to design, implement, analyse and write-up high quality research, drawing in external expertise where necessary;
- Design and facilitate dialogue sessions that will enable community representatives, the project team and expert advisors to analyse and share information, to draw lessons learnt and to consider ways forward;
- Support the formulation of policy recommendations, as a basis for high-level advocacy;
- Build and maintain relationships with key government and non-government interlocutors, including donors and peacebuilding agencies, through individual meetings and through dissemination and sharing roundtables;
- Lead on designing and operationalizing a monitoring and evaluation framework, and in preparing donor reports and project completion reports, including financial reports, in coordination with the partner(s);
- Contribute actively to the formulation of publications;
- Represent International Alert at meetings with local and national level stakeholders.
Project and Programme Development
- Actively contribute to the development of the Lebanon programme identifying project ideas and translating them into project designs alongside the programme manager and the head of development;
- Play an effective role in strengthening and implementing the country programme strategy with particular focus on knowledge production and management and programme development;
Finance, Grants Management and Donor Liaison
- Ensure compliance of expenditure with local legislation, Alert policies and procedures as well as donor regulations;
- Contribute to timely and accurate annual budgeting, forecasting, internal and project audits and (if appropriate) business-planning for sustainability;
- Ensure submission of timely, accurate monthly financial reports and other data to LDN Finance, donors and local authorities;
- Receive monthly project financial data from LDN Finance and review for variances to avoid overspending or under spending;
- Ensure timely information flow between Alert and the partner organisation;
- Submit narrative and financial reports to the partner organisation to facilitate timely reporting to the donor.
Contributing to Alert’s organisational processes and strategies
- Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects;
- Represent Alert’s values and ideas and be a spokesperson for the organisation at relevant conferences, seminars and other meetings, including at a high level;
- Any other tasks as may be reasonably required.

Based in Beirut with substantial travel within Lebanon and occasional travel to London

Educated to a Masters Level in Social or Political Sciences or a relevant field
At least 4 years of progressive responsibility in project implementation and management
Experience of working on projects on the grassroots level
Fluency in Arabic and English
Excellent Writing Skills
High level of political sensitivity and deep knowledge of the Lebanese context
Diplomatic skills
Experience of liaising with a wide range of stakeholders on the grassroots and national levels
Flexibility and commitment to effective peacebuilding
Solid experience of grants and finance management
Solid experience of working with partners
Able to work as part of a team
DESIRABLE REQUIREMENTS
