PURPOSE OF POSITION:
To provide strategic support and guidance to World Vision Lebanon’s strategies and programs/projects in all DME processes through leadership of DME assignments, to set common DME processes, principles, standards and tools to ensure quality programming, and to conduct formal and informal DME trainings and coaching at the organizational and community level.
MAJOR TASKS:
I. Lead and ensure quality and timely completion of programs’/projects’ assessments, designs, monitoring reports, baselines and evaluations according to LEAP and other donor requirements and according to the Ministry Framework
Support Program officers (POs), evaluation officer and programme staff in setting schedules and terms of references for all DME processes.
Support and lead the DME team in ensuring ministry framework requirements are reflected in programme/project DME processes. This includes ensuring alignment to national strategy, integration of Advocacy, Relief and Development in programming, contribution to Child Well Being Outcomes, inclusion of TDI 2.0 in design M&E plans, and integration of cross cutting themes.
Support the DME team in the design of DME tools, data collection methodologies and data analysis.
Guide programme/project staff and DME team so they ensure community participation in all DME processes.
Review and provide feedback to drafted assessments, designs, monitoring reports, baselines and evaluation documents according to LEAP standards and other donor requirements and according to the Ministry Framework.
II. Ensure systematic Monitoring of programs/projects
Develop and establish monitoring systems and tools with DME and programme/project staff (including data collection methodology and tools, reporting forms, outlining responsibilities etc.)
Ensure that WVL monitoring system is being implemented according to the WVL monitoring system guidelines.
Liaise with and provide information to senior management where monitoring and evaluation findings have implications for policy and program development and improvement.
III. Assist the organization in setting strategic programmatic directions
Assist the operations team in developing national programmatic strategy by ensuring quality data for landscape, provision of tools, facilitating some processes, ensuring alignment with partnership and regional strategies and ministry framework.
Developing a well defined Monitoring and Evaluation plan for the national strategic action plan with SMART key performance indicators.
Assist the operations team and Area Development Program Managers in making strategic decisions about the designs of programs
Assist the operations team in negotiating program development and support with World Vision partner offices
IV. Capacity building
Conduct assessment of DME capacities and set capacity building plans in relation to DME.
Build capacities of programme/project level staff as well as program officers and WV partners on DME tools and processes as well as the Ministry Framework. This can be done through formal trainings and ongoing/on-the-job training.
Ensure and provide space and opportunities for the DME team to attend and have access to capacity building events and courses for ongoing learning and development.
Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.
V. Knowledge Management
Lead the DME team in capturing and sharing knowledge, experience, lessons learned and best practices with other relevant staff and community members
Ensure systematic documentation of lessons learnt from the M&E processes, inform the management team of promising practices and challenges and monitor application of recommendations.
Lead the DME team to capture and share programmatic documents by uploading them on the suggested Knowledge Management Systems.
Liaise with the DME personnel in other parts of the partnership to collaborate and exchange lessons learned.
VI. HEA responsibilities
During times of disasters, provide leadership for all aspects of disaster response as needed and manage necessary transition in program / project activities.
Be aware of emergency procedures in a response, and ensure that necessary preparedness measures have been implemented
EDUCATION / SKILLS REQUIREMENTS:
Education
Masters degree in a field related to community development work preferably in fields such as sociology, international or political studies, humanitarian law, public health, population studies and others.

Excellent written English, with good command of spoken Arabic and English

Experience
Minimum 3 years experience in a similar job
Minimum 3 years experience in NGO with a focus on DME processes
Minimum 1 year in academic research
Minimum 3 years experience in conducting and leading evaluations.

Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
