Finance Officer

Norwegian People’s Aid (NPA) is a humanitarian organization rooted in the Norwegian labour movement established in 1936. Norwegian People’s Aid is currently working in more than 30 countries around the world. NPA started its activities in Lebanon in 1982 after the Israeli invasion. Currently NPA is working in Lebanon in two areas – in Development, in support of Palestinain refugees and in Mine Action.   NPA is seeking an experienced Finance officer for our Mine Action Programme (MAP), based in Tyre. The contract period will be 1 year with possibility for extension.   NPA Mine Action Programme is clearing cluster munitions in South Lebanon with 9 Battle Area Clearance teams in addition to executing mine victims and mine risk education activties. Until today, NPA has cleared more than 5,7 million square meters of land, destroying more than 6,100 cluster munitions in the process. Funding for these activities is provided by Norwegian Ministry of Foreign Affairs, European Union, AusAID, Japanese governmnet and United Nations Development Programme.   Detailed Responsibilities:   Accounting and management -          Responsible for executing day-to-day financial operations, in a timely and quality manner: including, but not limited to, paper accounting (vouchers, supporting documentation)., electronic data entry and monthly closing process -          Ensure that adequate financial management routines and systems are in place and that NPA’s accounting practices and standards are adhered to; as well as that the requirements from donors, auditors and authorities are fulfilled, especially in relation to purchasing, authentication, payment procedures -          Manage and ensure timely payments: payroll for MAP staff, consultants, vendors, in accordance with the NPA’s financial procedures and contract policies. -          Perform monthly reconciliations of all MAP balance accounts, to ensure accuracy -          Prepare MAP cash flow forecasts for submission with the transfer requests to NPA Head office   Financial reporting -          Ensure relevant, timely and accurate financial reports (both internal to management and external to donors), and alerting of any deviations from the budgets as per donor guidelines -          Manage the finance activities and schedules to meet the financial reporting deadlines -          Support the external auditor to ensure timely audit report statements. -          Perform other duties as assigned to him/her by the Programme manager   Education requirements: University degree in accounting, finance or business administration   Skills/Qualities: -          At least 3 years of similar experience in finance and accounting, preferably in a non-profit organisation -          Fluent in English and Arabic -          Computer skills including MS Office and accounting software -          Ability to work in mutli.tasked teams and complex projects -          Able to take initiative and work independently -          Good communication and interpersonal skills with the ability to meet deadlines and work calmly under pressure.
