Emergency Response Team Leader

GENERAL POSITION SUMMARY: The Emergency Response Team Leader (ERTL) will lead resource mobilization activities related to the Syrian refugee crisis, as well as assist with the quick start-up of new programs.  The ERTL, in collaboration with the Country Representative, will ensure that emergency response staff and funds are coordinated effectively and efficiently in the delivery of Mercy Corps Lebanon’s program strategies towards planned results and targets.  The ERTL is also responsible for supporting the Country Representative’s in the development of a culture of learning, a team environment and key external relationships (e.g., government, other NGOs, communities, donors, etc.). The ERTL will lead Mercy Corps’ emergency response program development in Lebanon, working closely with the Country Representative by developing proposals and budgets for submission to donors.  The ERTL collaborates closely with senior program and administration staff to ensure adherence to organizational program standards and procedures.  This position may require line managing individual program managers/officers and coordinating and ensuring proper implementation of the program in accordance with MC and donor policies.   The ERTL will work with program managers to assure timely reporting of information to donors, and headquarters - including formal reports, informal updates, human interest stories and proposals for new funding.   ESSENTIAL JOB FUNCTIONS:Do This Maintain a central role in developing MC’s emergency response program strategy in coordination with program staff, including ensuring that emergency response programs meet MC’s strategic goals, objectives and targets, as well as identifying and developing new initiatives that strengthen and deepen (not just broaden) the program. In collaboration with the CR, ensure all grants applications processes are implemented in an open, transparent and efficient manner and that staff monitor the grants to keep them on schedule (including program implementation, spending and reporting) and within the parameters set by each grant agreement.  Develop and maintain a grants tracking database.  Along with the CR, recruit and manage an innovative, informed, motivated and efficient national team  In coordination with the CR provide supervisory oversight for admin, logistics, finance teams in the Beirut office in order to facilitate effective and timely operational support for programs; Lead the preparation of emergency preparedness proposals and assist the CR review/edit donor reports prepared by program staff. Assist the CR with grant management and donor reporting requirements to ensure program implementation meets donor expectations and regulations.  Attend monthly management meetings with individual program managers to ensure pro-active project management In the absence of the CR, act on behalf of Mercy Corps as the senior program representative for Mercy Corps Lebanon. Lead efforts, together with CR to identify opportunities for program development, including writing proposals, communicating with partners and donors, and attending working groups and response coordination meetings; Meet regularly with senior program managers to coordinate and prioritize program support needs; Participate in and coordinate representation efforts to current and potential future donors; Maintain professional relationships with community leaders and local partner organizations; Represent Mercy Corps Lebanon on Syria response coordination calls internally, as necessary; Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian, recovery and development mission; Other duties as assigned.

• This position requires an MA/S or equivalent in International Development or relevant field or at least 5-7 years management experience with specific experience and skills in program development, emergency response, assessment and evaluation and grants management.
